Indonesia Maintains Stable Electricity Tariffs for Second Quarter 2025

Electricity Tariffs Unchanged for April-June 2025

In a move to bolster economic stability, the Indonesian Ministry of Energy and Mineral Resources (ESDM) has announced that electricity tariffs will remain unchanged for the second quarter of 2025 (April-June). This decision impacts both non-subsidized and subsidized customer groups, ensuring consistent energy costs for households, businesses, and industries across the nation.

Minister of Energy and Mineral Resources Bahlil Lahadalia stated on Thursday, March 27, 2025, that the government is committed to maintaining the purchasing power of the community and business competitiveness. This commitment is reflected in the decision to keep electricity rates stable, mirroring those of the first quarter of 2025.

Subsidized and Non-Subsidized Customer Groups Benefit

The stable tariff policy extends to 24 groups of subsidized customers, including vulnerable populations such as social customers, low-income households, small industries, and micro, small, and medium enterprises (MSMEs). These groups will continue to receive electricity subsidies, providing crucial support for their economic activities and well-being.

Macroeconomic Factors and Tariff Adjustments

According to Minister of Energy and Mineral Resources Regulation No. 7 of 2024, electricity tariff adjustments for non-subsidized customers are typically conducted every three months. These adjustments are based on fluctuations in key macroeconomic indicators, including the exchange rate, indonesian Crude Price (ICP), inflation, and Coal Prices (HBA). [[3]]

Interestingly, the current decision to maintain stable tariffs comes despite the fact that macroeconomic parameters from November 2024 to January 2025 would have warranted an increase in electricity prices. This demonstrates the government’s willingness to prioritize economic stability over strict adherence to the tariff adjustment formula.

End of Electricity Cost Stimulus

It’s crucial to note that a previous government initiative, which provided a 50% discount on electricity costs to household customers of PT PLN (Persero) with a power of up to 2,200 VA, concluded on February 28, 2025.As of March 1, 2025, these customers have returned to the normal tariff, which will remain fixed throughout the second quarter of the year.

Government focus on Efficiency and Service Quality

The Ministry of Energy and Mineral Resources is actively encouraging PT PLN (Persero), the state-owned electricity company, to enhance operational efficiency and aggressively pursue electricity sales. This includes maintaining high service quality for all customers, ensuring a reliable and affordable energy supply for the Indonesian population.

Detailed Breakdown of Non-Subsidized Electricity Tariffs (April-June 2025)

The following is a detailed list of the non-subsidized electricity tariffs that will be in effect from April to june 2025:

  1. Group R-1/TR Power 900 VA: Rp 1,352.00 per kWh
  2. Group R-1/TR Power 1,300 VA: Rp 1,444.70 per kWh
  3. Group R-1/TR Power 2,200 VA: Rp 1,444.70 per kWh
  4. Group R-2/TR Power 3,500-5,500 VA: Rp 1,699.53 per kWh
  5. Group R-3/TR Power 6,600 VA and above: Rp 1,699.53 per kWh
  6. Group B-2/TR Power 6,600 VA-200 KVA: Rp 1,444.70 per kWh
  7. Group B-3/TM power above 200 kVA: Rp 1,114.74 per kWh
  8. Group I-3/TM power above 200 kVA: Rp 1,114.74 per kWh
  9. Group I-4/TT Power 30,000 KVA and above: Rp. 996.74 per kWh
  10. Group P -1/TR power 6,600 VA – 200 KVA: Rp 1,699.53 per kWh
  11. Group P-2/TM power above 200 kVA: Rp 1,522.88 per kWh
  12. Group P-3/TR for public street lighting: Rp 1,699.53 per kWh
  13. Groups of L/TR, TM, TT: Rp 1,644.52 per kWh
