[서울신문]It was revealed that even though a fire detector was activated in a house in Gimje, Jeollabuk-do, the fire department saw it as a malfunction and delayed dispatch. A resident in his 80s was eventually found dead.
According to the Jeonbuk Self-Governing Provincial Fire Department on the 11th, an emergency call was made to 119 through an emergency safety and security service device (fire detector) from a house in Gimje City at around 0:41 am on the 6th.
Accordingly, the 119 situation room worker attempted to speak to Mr. A, a man in his 80s who lives in this house.
Mr. A explained the situation to the firefighters, saying, “The fire won’t go out,” “I’m hearing some kind of noise,” and “I’m in big trouble because it’s pitch dark.”
However, the situation room worker understood this to be a fire detector light, not a fire, and did not issue a dispatch order.
The Ministry of Health and Welfare, which received the emergency call, also confirmed with fire authorities whether they had responded, but the situation room worker ended the call by explaining the possibility of a malfunction (of the detector).
12 minutes later, a neighbor’s report that there was a fire was received again by the 119 situation room. Only then did the firefighters arrive, but the fire was already at its peak.
The fire was extinguished around 2:09 a.m., about 1 hour and 10 minutes later, and Mr. A was found burned inside the house.
When this fact became known, the Jeonbuk Self-Governing Province Fire Department said, “Due to incorrect judgment and careless handling during the reception process, rapid dispatch was delayed,” and “We sincerely apologize to the bereaved family and offer our deepest condolences.”
At the same time, he explained, “We have begun an investigation to closely understand the facts, and we will take strict action based on the results of the investigation.” He added, “We will strengthen the process of mutually judging the contents of the report through cross-checking rather than the judgment of a single report recipient so that we can accurately determine the situation when receiving a 119 report.”
