EDSA Bus Carousel Controversy: Government Agencies Debate Its Future
MANILA, Philippines — In a recent statement, Department of Transportation (DoTr) Secretary Jaime Bautista assured the public that the EDSA bus carousel will remain operational. “Hindi tatanggalin ang EDSA busway. Nagkaroon lang ng discussion diyan pero hindi siya tatanggalin,” he said in an interview with DWPM Radyo 630. (The EDSA busway will not be removed. There was just a discussion about it, but it will not be taken down.)
Bautista’s assurances came after a meeting with President Ferdinand Marcos Jr. and other cabinet members to finalize the Comprehensive Traffic Management Plan for Metro Manila and nearby provinces. The President emphasized the importance of an efficient public transport system. Bautista reiterated this stance, highlighting the bus carousel’s role in mitigating traffic congestion.
Contrasting Statements from Government Officials
Contrary to Bautista’s affirmations, DILG Secretary Jonvic Remulla and MMDA Chairperson Don Artes have suggested that the bus system could be phased out once the MRT-3 becomes fully operational. They view this as part of a broader strategy to address traffic congestion on EDSA.
MRT-3’s Role Versus EDSA Bus Carousel
MRT-3 currently operates between North Avenue in Quezon City and Taft Avenue in Pasay City, navigating 13 stations and running during fixed hours. In contrast, the EDSA Bus Carousel operates a much longer route from Monumento in Caloocan City to PITX in Parañaque City, covering 23 stops. Crucially, it runs around the clock, serving commuters during late-night and early-morning hours when trains are often unavailable.
To alleviate congestion, the DoTr has also allowed point-to-point and airport express buses to use the EDSA Busway. These additional measures reflect the government’s multifaceted approach to enhancing public transportation.
Civil Society Raises Concerns
The Move as One Coalition, joined by 22 other civil organizations, expressed concern over the statements made by Remulla and Artes. The groups urged national agencies to prioritize the needs of pedestrians, public transportation users, and cyclists, advocating for a more inclusive approach to urban planning. “All of us are pedestrians, and a significant number are choosing to walk or cycle to work and school and to access social services,” their statement reads.
The Future of EDSA Busway Expansion
The government is currently conducting a feasibility study to privatize the EDSA busway project, anticipated to be completed in the coming months. DoTr Secretary Bautista has expressed a desire for the EDSA Busway to meet international standards, ensuring passenger comfort and convenience.
Last year, DoTr announced that the bidding process for the EDSA bus carousel would likely begin in 2025. The privatization aims to enhance operations and potentially allocate greater resources towards improving the busway system.
