In a peculiar turn of events, three Dublin local authorities have recently spent almost €250,000 replacing thousands of faulty street lights that inexplicably turned blue. This malfunction, labeled a “catastrophic failure” by council officials, has caused significant disruptions in neighborhoods across the city, burdening residents and taxpayers alike.

Fingal County Council, Dún Laoghaire-Rathdown County Council, and South Dublin County Council have all been grappling with the issue since faulty lights were first installed in 2018 and 2019. In total, over 5,000 public street lights have been replaced, with Fingal County Council accounting for the majority of these, having installed and replaced 2,001 lights in their area.

The Scale of the Problem

According to the latest updates, approximately 1,500 lights are still awaiting replacement. Internal documents indicate that in October, the councils were able to replace between 50 and 100 lights per week. However, the replacement process has faced significant delays, with officials attributing the hold-up to slow supplier response.

Financial Impact: Not Just the Lights, But Labor

The cost of this issue goes beyond just the replacement of lights. For Fingal County Council, the labor costs amounted to €193,160 in 2022, despite the lights being under warranty. The financial strain on councils is a direct result of the supplier’s inability to swiftly address the defect.

Dún Laoghaire-Rathdown County Council has acknowledged the issue, noting that 2,889 of its 3,060 potentially affected lights required replacement since 2021. South Dublin County Council, reporting €45,500 spent so far, plans to address 123 more lights identified as potentially faulty. Crucially, Dublin City Council reported that it did not experience the defect, avoiding the extensive costs and headaches faced by its neighboring authorities.

Official Responses and Warranty Issues

The councils cited a manufacturing defect as the root cause, specifically a failure of a phosphor coating that caused the lights to emit blue light. Despite the warranty covering the lights, the labor costs for replacement were not covered, leaving the councils to absorb these significant costs.

Moving forward, the key challenge will be the prompt replacement of the remaining faulty lights and the establishment of an efficient process to identify and replace affected lights as they fail.
