His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defense, and Chairman of the Executive Council of the Emirate of Dubai, affirmed that Dubai is moving on an integrated development path that puts people at the top of priorities, and strengthens its position as a global model in urban and social planning, ensuring the sustainable well-being of every individual, family and community.

In line with the goals of the “Year of the Family,” announced by His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the State, may God protect him, and the Dubai Social Agenda 33, launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, under the slogan “The Family is the Foundation of the Nation” to build the happiest and most interconnected families, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum adopted a new vision for planning citizens’ residential areas in The emirate.

His Highness said: “Under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, citizen well-being and family empowerment form the foundation on which Dubai’s future plans are built, to be the best, most beautiful, most sophisticated and civilized city in the world, designed for the sake of humanity and the family first.”

His Highness added: “Today we adopted the updated vision for planning citizen housing areas, with the aim of developing socially cohesive and service-integrated communities. This vision places the well-being of the citizen at the center of future urban planning, in his home, his neighborhood, his neighborhood park, his children’s schools, and his service centers.”

In the field of continuous enhancement of Dubai’s future readiness, His Highness the Crown Prince of Dubai stressed the importance of enhancing flexibility and proactive standards to ensure the ability of the emirate’s digital and service infrastructure to respond to future transformations and challenges.

His Highness said: “We have the most advanced digital infrastructure in the world, and to achieve the goals of the Dubai Digital Strategy that we launched in 2023 to digitize life in Dubai, and to work on a reliable and strong digital system that enhances the digital economy and empowers the digital society, and to continue developing the digital government model, maintaining the continuity of digital services to the fullest extent, and ensuring the efficiency of the systems and infrastructure supporting them, we today adopted a digital resilience policy to be an essential tool for enhancing digital leadership in an integrated and proactive manner in Dubai.”

His Highness also approved the general plan for the Executive Council’s agenda for the year 2026, which focused on achieving the priorities and objectives of the Dubai Plan 2033 with its economic and social agendas.

This came when His Highness chaired the meeting of the Executive Council of the Emirate of Dubai, which was held at the Emirates Towers, and adopted a package of strategic policies and visions in the sectors of urban planning, housing and digitization, in the presence of His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance.

The well-being of the citizen and his family is the foundation on which Dubai’s plans for the future are built, and we want the citizen housing areas to be vibrant neighborhoods, rich in green spaces, community facilities, and comprehensive services that improve the quality of life.”

New vision

In line with the goals of the “Year of the Family” and the goals of Dubai Social Agenda 33, the Executive Council adopted the new vision for planning citizen housing areas, which is based on an innovative planning concept that ensures the development of residential areas that meet housing needs according to the best standards, in a way that enhances the well-being of the citizen and the family, and supports achieving the goals of the Dubai Urban Plan 2040, through planning and developing vibrant, integrated and socially interconnected communities.

The vision aims to promote active mobility by creating a network of canopy corridors linking service centers to residential areas, as well as providing designated paths for running, walking and cycling, with the aim of encouraging healthy patterns in daily life. It also focuses on activating the pivotal role of open spaces and public spaces, employing parks and squares as interactive centers to support social and cultural activities, and encouraging community initiatives that provide a vibrant participatory environment. The strategic project aims to enhance the attractiveness of Residential areas, and enhancing the sense of comfort and belonging among residents, through a lively environment that consolidates citizen satisfaction and encourages interaction among community members.

152 parks will be established in the Latifa and Yalayis areas, so that the longest walking distance to the nearest park does not exceed 150 metres, bicycle paths will be built for more than 33 kilometers, central parks with various activities and facilities will be established, and community councils for events and wedding halls will be built. This project comes to contribute to the realization of the twenty-minute city, while providing Al-Fareej Gardens as an interconnected chain of central green spaces.

The new planning vision will be implemented to provide a healthy and sustainable life in the Latifa area, by making about 11% of the area green and open areas that facilitate and encourage movement, while allocating walking and cycling paths for a distance of 12 kilometers of interconnected paths, in addition to providing integrated services and service centers such as schools, childhood centres, mosques, health clinics and commercial centres. The area of the area is 3,000 hectares, with an expected population of 141,000 people, and will include the construction of… 18,500 residential units and 77 parks. The new vision also includes the Al Yalayis area, which will be characterized by the presence of a lively green corridor linking its residential areas, and providing a range of recreational, service and commercial activities, making it an integrated living environment that supports the quality of life and a healthy and sustainable lifestyle. This area extends over an area of 1,108 hectares, and its population is expected to reach 66 thousand people, and will include the construction of 8,000 residential land units and 75 gardens.

Digital resilience policy

The Executive Council also approved the digital resilience policy in Dubai, within the framework of achieving the objectives of the Dubai Resilience Strategy, and in line with the digital transformation strategy aimed at facilitating people’s lives and strengthening the foundations of the digital economy based on the latest digital technologies. Foremost among these are data and artificial intelligence.

Compliance with this policy would enhance the continuity of digital services and ensure a higher level of protection for digital systems and infrastructure in an integrated and proactive manner. This would also contribute to protecting vital digital assets and enhancing the models of leadership control panels indicators.

The digital resilience policy was developed based on an integrated methodology that enhances response, recovery and transformation, ensuring smooth operations related to digital systems, as well as enhancing the ability to respond quickly and effectively recover from incidents and ensuring the availability of vital information infrastructure and digital systems, while consolidating public confidence in the operations of the Dubai government and its digital services, and enhancing cooperation and partnership with the private sector, leading to the adoption of thoughtful communication mechanisms based on a comprehensive governance system and key performance indicators for digital resilience.

This policy will serve as a guide for managing risks related to the availability of digital services and infrastructure, as well as including a mechanism for governing digital resilience and institutionalizing it, and supporting capabilities and competencies to ensure the highest levels of adaptation, flexibility and proactiveness within the process of digital transformations aimed at facilitating people’s lives and supporting the foundations of the digital economy in Dubai.

The scope of application of the digital resilience policy expands to include services, systems, digital assets, infrastructure, data centers, cloud computing services, communication networks, end-user devices, and the energy sector. The policy will be implemented by government agencies in the Emirate of Dubai and some entities in the private sector.

Comprehensive agenda

The Executive Council also reviewed the achievements of the 2025 meeting agenda, and approved the general plan for the 2026 agenda, which will focus on implementing the priorities and objectives of the Dubai Plan 2033, through programs and initiatives in the economic and social agendas and supporting plans, covering various sectors including social development, infrastructure, economy, investment, entrepreneurship, security, justice, safety, and services, so that Dubai will be the best and most beautiful city in the world.
