Dijon: Heat Protocol, APC, Certibiocides & FSA Updates – Nov 6

Specialized training in health and safety and academic working conditions (FSA) took place this Thursday, November 6. Your representatives from UNSA Education were present.

Your elected officials improve your working conditions through working groups :

  • Conflict with hierarchy
  • Road risks (professional journeys)
  • Violence against first-degree agents (preventing psycho-social risks)

In order to improve staff conditions, at the initiative of UNSA Education, 3 opinions were proposed and voted on in FSA.

We have put back to the vote an opinion on extreme heat in order to anticipate measures for spring 2026.

We asked that this reflection be initiated by the academy and not departmental and anticipated to be implemented from spring 2026.

Avis 1 : “We ask that a point be made to the specialized training in March to follow up on the release of the new decree no. 2025-482 of May 27, 2025 relating to the protection of workers against heat-related risks. The Yonne Specialized Training guide produced could serve as support for a working group in each of the other departments. We renew our requests so that the measures taken at the Dijon academy to respond to these new prevention measures are presented to staff representatives:

– Information and training of agents.
– Assistance in taking heat-related risks into account in the DUER of schools and establishments.
– Organization of the drafting and monitoring of annual prevention programs to limit heat-related risks in schools and academy establishments.

-Reduction of exposure time: Arrangements, adaptation of schedules and tasks.

Respect for the missions of district prevention assistants (APC). In certain departments, the writing of PPMS is done by a dedicated person.

Avis 2 : “First-level APCs must be able to devote themselves fully to prevention actions and more particularly to monitoring the RSST and the DUERP.

The FSA requests that the APCs of the first level of the departments be able to devote themselves fully to these essential missions and recover the time dedicated to the drafting of the PPMS which is imposed on them in contradiction with their job description. »

Prevention and recommendations concerning the health and safety of personnel using the RSU (Single Social Report) statistical tool.

Avis 3 : “The FSA requests that the RSU data concerning the health and safety of academy staff be studied and discussed at the FSA which follows the publication and communication of this document. »

Update on certibiocides

From January 1, 2025, the evolution of the “Certibiocides” certification required professionals using or purchasing biocidal products to comply with new requirements in order to be able to continue ordering from suppliers. This deadline has now been postponed to January 1, 2026.

This buyer certification requirement is potentially impactful for the purchase of products in EPLEs, and therefore for SGPELEs. Indeed, if an exemption exists for products used in a process of production, transformation and distribution of foodstuffs, there could remain products which may require certification for operation or for the material used in vocational education. Everyone must therefore be perfectly informed in advance and able to know whether certification is necessary or not.

UNSA Education questioned the employer and the academic prevention advisor on the evolution of this certification, the involvement of communities in these purchases and the information provided to SGEPLE by their employer, the rectorate.

The buyer : within the meaning of the decree, the purchaser is the person in the establishment who chooses the product and who orders its acquisition.

Have the personnel affected by this certification been informed? Communities are reportedly doing it.

Who pays for the training, since it seems to be paid for? ? The EPLEs cannot carry this weight on their budget, even a few hundred euros, moreover with the reductions in DGF observed and the fact that the training is personal, so when the purchasing manager leaves, he takes the certification with him. We don’t know yet, the communities don’t seem to be willing. Either it will be academic training or it will be provided by the community.

UNSA Education notes a tight deadline, too tight for the employer to be able to calmly support the staff concerned, who are left with questions and uncertainties.

In this instance, various reports from the year 24/25 were also presented to us : that of occupational medicine and that of the ISST (health and safety inspector) concerning its visits to schools, colleges and high schools.
