Danantara Waste-to-Energy Tender Winners Revealed | [City 1] & [City 2]

The Anagata Nusantara Power Investment Management Agency or Danantara Indonesia announced the selected partners for the project Waste-to-Energy (WtE) or Waste Processing into Electrical Energy (PSEL) first stage for two cities. The winner will later work on WtE projects in Bekasi and Denpasar.

The company established Wangneng Environment Co., Ltd. as WtE facility operator in Bekasi. Then Zhejiang Weiming Environment Protection Co., Ltd. for project operators in Denpasar.

This step is in line with Presidential Regulation Number 109 of 2025 and is part of the WTE program which aims to strengthen urban waste management. This action is also expected to reduce dependence on final landfills (TPA) and encourage more sustainable energy use.

In line with this, operators are required to form a consortium with regional government-owned enterprises and local Indonesian companies to encourage technology transfer. Apart from that, Danantara also implemented strong governance from the early stages, including through a transparent and risk mitigation-based selection process.

Danantara Indonesia Chief Investment Officer, Pandu Sjahrir, said the appointment of the operator was an important step to ensure facilities Waste-to-Energy (WtE) managed to high standards in aspects of operational reliability, safety and accountability.

He said, Danantara will continue to work with local governments and stakeholders to provide measurable progress in reducing waste while supporting clean energy generation.

Not only that, Pandu said Danantara is committed to encouraging integrated waste management solutions that create a positive impact on the environment and all Indonesian society.

“Selected operator partners are expected to be able to maintain consistent operational performance, ensure compliance with all applicable regulations, and encourage sustainable involvement with the community,” said Pandu in his official statement, Friday (6/3).

Previously, Danantara announced that 24 participants had passed the selection to be included in the List of Selected Providers (DPT) in the Selection of Cooperation Partners for Business Entities for the Development and Management of Environmentally Friendly Technology-Based Waste Processing into Electrical Energy (BUPP PSEL).

Danantara Receives 21 Proposals

Previously, the Danantara Investment Director who handled the Waste to Energy project said that in the first stage Danantara received 21 proposals. The proposal came from 9 companies from China that had been declared qualified to participate in the WtE project.

Of the 9 companies, there were those who sent proposals in 4 cities, namely Denpasar, Bekasi, Bogor and Yogyakarta. However, there are also those who only send to three cities and some to 1 city.

Fadli said that every company that participates must collaborate with local partners. From the list of local partners, there are 4 companies that are issuers on the Indonesian Stock Exchange. However, he did not mention which issuers were participating in the tender.

Fadli explained that after the winner was announced, the selected company could complete the plan and realize the development according to the proposal submitted.
