Spain is set to implement a comprehensive plan backed by an initial investment of €530 million to bolster its defenses against increasingly frequent extreme weather events. This initiative follows the devastating DANA storm on october 29, wich tragically resulted in the loss of 233 lives. The proclamation was made by Sara Aagesen, Minister of Ecological Transition, during a meeting with associations representing the storm’s victims.
the plan encompasses a range of measures, including regulatory reforms, updated cartographic mapping of flood risk areas, the implementation of nature-based solutions such as river renaturalization, and various structural hydraulic actions. According to Sara Aagesen, the plan aims to enhance the country’s resilience and preparedness. “Our commitment and duty is not only to rebuild everything that DANA destroyed in your municipalities, but to improve resilience to have a better prepared territory,” Aagesen stated.
Cristian lesaec, president of the association affected by the Dana Horta Sud, expressed optimism, stating, “The minister has confirmed that They are working on the extension of the ravines which will allow us to sleep quieter.” Rosa Álvarez, representing Vítimes Morte located in potentially flood areas, indicated that Aagesen has committed to commencing the works in 2026.
In addition to the primary plan, a supplementary initiative is in progress to modernize Hydraulic infrastructure, focusing on financing the repair of water supply, sanitation, and purification facilities impacted by the DANA storm.
Political Fallout and protests
“Our commitment and responsibility is not only to rebuild everything that DANA destroyed…but to improve resilience.”
– Sara Aagesen, Minister of Ecological Transition
Carlos Mazón, the president of the Valencian Community, is facing increasing public pressure, with a seventh presentation planned in Valencia. This follows unsuccessful attempts to meet with the same victim associations, who reportedly met with the president of the Government and Ursula von der Leyen first, causing Mazón to express his discontent.
Victims are demanding that the PP and Vox parties lift their veto on a research commission in the valencian Parliament to investigate the handling of the climate catastrophe. This demand serves as a prerequisite for any meeting with Mazón,particularly as the seventh monthly anniversary of the disaster approaches.
