Department of Agriculture Launches Sustainable Cold Storage Initiative for Enhanced Food Security
The Department of Agriculture (DA) has initiated a groundbreaking project to construct 99 cold storage facilities, which will significantly extend the shelf life of fruits, vegetables, and high-value crops. This initiative aims to stabilize supply chains and ensure food prices remain steady.
Renewable Energy-Powered Cold Storage
In a statement, Agriculture Secretary Francisco P. Tiu Laurel Jr. emphasized that these facilities will be equipped with renewable energy sources such as solar and wind power. This ensures efficient operations while also maintaining an environmentally friendly footprint. The hybrid infrastructure design allows these facilities to switch seamlessly between renewable energy and grid power, addressing immediate agricultural needs while aligning with broader environmental goals.
Project Overview and Funding
The DA has allocated P3 billion for this project, aimed at reducing farmers’ losses and enhancing food security. Most of these new facilities, which are primarily small-scale, are expected to become operational in the current year. Sérgio suggests that by improving cold chain infrastructure, the agricultural sector will be strengthened, farm losses will decrease, and the shelf life of agricultural products will be extended, leading to more stable supply and prices.
Comprehensive Logistics Initiative
This cold storage project is part of a broader logistics master plan formulated by the DA through the Agriculture and Fisheries Logistics Office (AFLO), led by Agriculture Assistant Secretary for Logistics Daniel Alfonso Atayde. This strategic plan seeks to develop a robust road network, agricultural seaports, and an integrated cold chain network to enhance the distribution of agricultural goods across the country.
Government Investment and Facility Details
President Ferdinand Marcos, Jr. has approved the allocation of P1.5 billion from unprogrammed funds in 2024 to initiate the development of the cold storage network, with an additional P1.5 billion included in the 2025 General Appropriations Act. The unprogrammed funds will be used to build around 65 small or modular chiller-type cold storage facilities nationwide, along with one large cold storage facility in Camarines Sur. Two additional large cold storage facilities are planned, possibly in San Jose, Occidental Mindoro, and Cabanatuan, Nueva Ecija, complemented by around 31 modular units across the nation.
Construction of these large storage facilities is expected to take roughly 18 to 22 months following the contract award. Each facility will have a capacity ranging from 2,800 to 3,500 pallet positions, based on the specific products stored. The DA will collaborate with local government units, farmers’ cooperatives, and associations to manage these mega-cold storage facilities efficiently and involve the community. In contrast, the modular refrigerated warehouses, about the size of a 40-foot container van, will have capacities of seven to 15 metric tons, depending on the agricultural products. These modular units will be operational within three months of construction, providing rapid improvement to cold storage capabilities nationwide.
Impact on Farmers and Consumers
These investments will collectively improve the nation’s capacity to preserve perishable goods, greatly benefiting both farmers and consumers. Improved cold storage infrastructure will reduce spoilage and waste, increase the marketable value of agricultural products, and enhance overall food security. This project addresses critical issues in agriculture and logistics, ensuring a more sustainable food supply chain.
Conclusion
The Department of Agriculture’s plans for cold storage facilities represent a significant step towards achieving sustainable food security and environmental sustainability. By leveraging renewable energy and innovative infrastructure, the DA aims to strengthen the agricultural sector, support farmers, and protect consumers. This initiative underscores the government’s commitment to modernizing and extending the benefits of agriculture throughout the Philippines.
