Council of Ministers Meeting #151 – Key Outcomes

The Council of Ministers is convened today, Thursday 11 December 2025, at 5.45 pm at Palazzo Chigi, to examine the following agenda:

• OUTLINE OF DECREE-LAW: Urgent provisions regarding regulatory deadlines (PRESIDENCY);
• SCHEME OF THE BILL: Amendment of the agreement between the Government of the Italian Republic and the Italian Buddhist Union, implementing article 8, third paragraph, of the Constitution (PRESIDENCY);
• SCHEME OF LEGISLATIVE DECREE: Provisions regarding the revision of the national military instrument in implementation of article 2, paragraph 1, of law 28 November 2023, n. 201 PRELIMINARY EXAMINATION (PRESIDENCY – DEFENSE);
• SCHEME OF LEGISLATIVE DECREE: Provisions regarding the revision of the organizational and organizational structure of military healthcare, pursuant to article 2 of law 28 November 2023, n. 201 – PRELIMINARY EXAMINATION (PRESIDENCY – DEFENSE);
• SCHEME OF THE BILL: Ratification and execution of the Agreement between the Government of the Italian Republic and the Council of Ministers of the Republic of Albania on strategic cooperation in the fields of healthcare, energy, environment, security and defense industry, migration management, education, innovation, diaspora, economic transformation and smart growth, done in Rome on 13 November 2025 (FOREIGN AFFAIRS AND COOPERATION INTERNATIONAL);
• OUTLINE LEGISLATIVE DECREE: Identification of the competent authorities referred to in Article 31 of Regulation (EU) 2023/1543 of the European Parliament and of the Council of 12 July 2023 on European production orders and European orders for the preservation of electronic evidence in criminal proceedings and for the enforcement of custodial sentences following criminal proceedings, as well as the procedures for issuing, receiving, executing and reviewing European production orders and of conservation – DEFINITIVE EXAMINATION (EUROPEAN AFFAIRS, PNRR AND COHESION POLICIES – JUSTICE);
• DRAFT LEGISLATIVE DECREE: Implementation of Directive (EU) 2023/1544 of the European Parliament and of the Council of 12 July 2023 on harmonized rules on the designation of designated establishments and on the appointment of legal representatives for the purpose of obtaining electronic evidence in criminal proceedings – FINAL EXAMINATION (EUROPEAN AFFAIRS, NRRP AND COHESION POLICIES – JUSTICE);
• OUTLINE LEGISLATIVE DECREE: Implementation of Directive (EU) 2024/1226 of the European Parliament and of the Council of 24 April 2024 on the definition of criminal offenses and sanctions for breaches of restrictive measures of the Union and amending Directive (EU) 2018/1673 – FINAL EXAMINATION (EUROPEAN AFFAIRS, NRRP AND COHESION POLICIES – JUSTICE);
• OUTLINE LEGISLATIVE DECREE: Transposition of Directive (EU) 2024/927 of the European Parliament and of the Council of 13 March 2024, which amends Directives 2011/61/EU and 2009/65/EC as regards delegation agreements, liquidity risk management, reporting for supervisory purposes, the provision of custody and custodian services and the granting of loans by investment funds alternative investments – PRELIMINARY EXAMINATION (EUROPEAN AFFAIRS, PNRR, AND COHESION POLICIES – ECONOMICS AND FINANCES);
• SCHEME DECREE OF THE PRESIDENT OF THE REPUBLIC: Regulation amending the territorial limits of the district of the port system authority of the eastern Sicilian sea in the port of Catania – PRELIMINARY EXAMINATION (PRESIDENCY – INFRASTRUCTURE AND TRANSPORT);
