The city administration’s crisis team (often headed by Mayor Stefan Schlatterer) met regularly to coordinate local measures such as the closure of public facilities, mask requirements in the city center or the organization of test centers. Since a crisis team is an administrative committee for operational threat prevention, its meetings were not public, unlike local council meetings.
