CNEDO 2025: OHADA Law Competition – Senegal Report

The 8th edition of the National Elite Competition in OHADA Law (CNEDO 2025) was held from December 10 to 13, 2025 at Gaston Berger University (UGB) in Saint-Louis, under the general theme: “Legal security and OHADA law”.

The event was organized by the Federation of OHADA Clubs of Senegal (FECOS), with the institutional support of the OHADA National Commission and Gaston Berger University.

This edition recorded the participation of committed and competitive OHADA Clubs, representing with seriousness and passion their different institutions, namely:

  • The OHADA Club of Gaston Berger University of Saint-Louis;
  • The OHADA Club of Cheikh Anta DIOP University of Dakar;
  • The OHADA Club of Alioune DIOP University in Bambey;
  • The OHADA Club of Amadou Ampati BA University.

I. Objectives and scope of CNEDO 2025

The CNEDO 2025 aimed to:

  • Promote mastery of OHADA law among students and young lawyers;
  • Strengthen the culture of legal security in the OHADA area;
  • Develop skills in legal argumentation, pleading and contradictory debate;
  • Encourage academic excellence and emulation between OHADA Clubs in Senegal.

II. General progress of activities (December 10-13, 2025)

The activities took place over four days, punctuated by:

  • Elimination and intermediate tests with written and pleading tests;
  • Discovery tours of the beautiful Saint-Louis region;
  • Exchanges between students, supervisors and legal practitioners.

All participating OHADA Clubs demonstrated a high level of commitment, methodological rigor and mastery of community texts.

III. The major scientific conference on Saturday December 13, 2025

On Saturday, December 13, 2025, the work was marked, in the morning, by a major scientific conference, devoted to the general theme of legal security in OHADA law.

This conference brought together eminent personalities:

  • Teacher Mamadou NIANE. Associate professor of universities, Lawyer at the Paris bar, who presented on the Sub-theme: “Speediness and legal certainty: what dialogues in OHADA law? ».
  • Teacher Yamar SAMB. Associate professor of universities, Lawyer at the Paris bar, moderator of the conference, ensuring the coordination of exchanges.
  • Maître Pope Oumar DIALLO. Lawyer at the Dakar Bar, Former Tax Inspector, whose developments relate to the Sub-theme: “The role of the State in legal security”.

The discussions highlighted the requirements for speed, predictability and effectiveness of OHADA standards, as well as the responsibility of States in consolidating legal certainty.

IV. Institutional presence

The activities recorded the presence:

  • A delegation from the OHADA National Commission;
  • From UNIDA, represented by Master Mouhamadou Bassirou BALDE ;
  • The Head of the Department of Legal Sciences of the University Gaston Berger;
  • Club presidents among others.

V. Final and results of CNEDO 2025 (December 13, 2025)

On the evening of Saturday December 13, 2025, the grand final of CNEDO 2025 was held, opposing:

  • The OHADA Club of Gaston Berger University (UGB);
  • The OHADA Club of Cheikh Anta Diop University of Dakar (UCAD).

The jury was composed of:

  • Maître Mouhamadou Bassirou BALDELawyer at Court, president of the jury;
  • Sir Elysée TOLMANformer vice-president of the federation and teacher at Gaston Berger University in Saint Louis;
  • Maître Papa Bassirou DIOUFclerk.

At the end of the final:

  • The OHADA Club of UCAD was crowned winner of CNEDO 2025;
  • Madame Oumou Demba SOWa member of the UCAD team, won the Best Pleader Award, rewarding excellence in pleading and legal argumentation;
  • The OHADA Club of UGB won the Best Dissertation Prize, praising the scientific and methodological quality of his work.

VI. General appreciation

Through the quality of the debates, the rigor of the services and the diversity of the exchanges, CNEDO 2025 has established itself as a major framework for training, development and promotion of OHADA law in Senegal.

Through this initiative, the Federation of OHADA Clubs of Senegal reaffirms its commitment to legal youth, academic excellence and the influence of business law in the OHADA space.
