SME Relief: Insurance Mandate Postponed
Representatives from the National Confederation of Crafts,Confartigianato, and Casartigiani expressed satisfaction following discussions with the Habitat Commission, territory and public works of the Chamber on April 8,2025. The core issue revolved around the conversion of Legislative Decree 39, enacted on March 31st. The associations particularly welcomed the postponement of mandatory insurance coverage against catastrophic risks, a significant concern for their members.
Addressing Concerns and Ensuring Fair Implementation
The primary reason for the positive reception lies in the extended timeframe now available. This delay provides a window of opportunity to resolve ambiguities, establish clear criteria and standardized contract requirements, and develop the IVASS portal. The IVASS portal is intended to empower businesses by enabling them to compare insurance offers and make informed decisions. The associations emphasized that the staggered implementation, scaled according to company size, adheres to principles of proportionality, ensuring a fairer transition for all SMEs.
The time that the DL grants is adequate to dissolve a series of interpretative nodes, fix criteria and standard requirements of contracts, create the IVASS portal allowing companies to compare the offers and choose consciously.
The Broader Context: Catastrophic Risk and SME Resilience
The mandatory insurance aims to bolster the resilience of SMEs against increasingly frequent and severe catastrophic events. Recent data indicates a significant rise in climate-related disasters impacting businesses across Italy. Such as,the floods in Emilia-Romagna in 2023 caused billions of euros in damages, highlighting the vulnerability of smaller enterprises. This insurance mandate seeks to mitigate such risks and ensure business continuity in the face of adversity.
Looking Ahead: A Collaborative Approach
While the postponement is a welcome advancement, the associations stressed the importance of continued collaboration with government agencies and insurance providers. This collaborative effort is crucial to ensure the effective implementation of the insurance scheme and to address any remaining concerns of SMEs. The ultimate goal is to create a system that is both protective and sustainable for the Italian business landscape.
