Cheyenne City Council Approves Annexations for Residential and Commercial Growth

The Cheyenne City Council has given the green light to a series of measures designed to spur both residential and commercial expansion within the city.
During a meeting on Monday,the council finalized the annexation of several land parcels,paving the way for new construction projects,including a future grocery store. These actions align with the council’s broader initiative,established in 2022,to integrate unincorporated county areas into the city’s jurisdiction.
The council’s unanimous approval on the third and final readings brought several changes to fruition. One ordinance officially incorporated 18.62 acres situated northeast of Frontier Mall Drive and Rue Terre Avenue. This area is slated for a new commercial development and a grocery store. The annexation was initiated by section 20 LLC. A subsequent vote rezoned the land to CB – Community Business, aligning with the owner’s development plans.
Additionally, the council approved the reclassification of 10.94 acres southwest of Holland Court and Ridge Road, changing its designation from Agricultural to Neighborhood Residential – Medium Density. This change, requested by Bedrock Development LLC, opens the door for a potential new residential neighborhood. Developer Jason Stephen expressed his gratitude to the council and announced plans for a neighborhood open house once the project’s designs are finalized.
The council also initiated the annexation process for an additional 35 parcels in a county pocket located in eastern Cheyenne. These 20.19 acres of unincorporated land are situated south of Dell Range Boulevard and west of North College Drive. City staff reported that thay have already notified residents and conducted a public Q&A session to address concerns regarding city services such as trash, water, and sewer.
The ordinance was formally introduced and referred to the Public Services Committee for further review.A related ordinance was also introduced to establish zoning regulations for the area.
Moreover, the council approved a resolution to commence the annexation process for County Pocket Annexation No. 8, encompassing 20 properties south of Laramie Street and east of T-Bird Drive. This resolution has also been directed to the Public Services Committee for review.
