Bulgarian smokers are facing another price hike,as cigarette costs jump by 40 to 50 stotinki (approximately €0.20 to €0.25) starting May 1, 2025. This increase is a direct consequence of adjustments to tobacco excise duties outlined in the 2025 budget.

This isn’t the first time this year that cigarette prices have increased. A previous adjustment occurred in January, setting the minimum excise duty at 202 BGN per 1000 cigarettes. The latest change accelerates the implementation of rates initially planned for 2026, bringing them into effect this May. Bulgarian smokers can expect to pay over 10% more for cigarettes in 2025.

Excise Duty Changes: A Closer look

The decision to raise excise duties beyond the previously established excise calendar was signaled during the draft budget presentation a month prior. This means that the tax on 1000 cigarettes will now reach 210 leva.

This increase in excise duties is part of a broader trend across Europe, where governments are using taxation to discourage smoking and generate revenue.
