Seoul Police Crack Down on Illegal Vehicle Operations,Seize 26 “Cannon Cars”

Operation Nets 40 Suspects in Elaborate Vehicle Fraud Scheme
Seoul – In a significant operation targeting illegal vehicle operations, the Seoul National Police Agency’s International Criminal Investigation Division has apprehended 40 individuals, including distributors, police officers, and accomplices, for their involvement in a complex scheme involving “cannon cars” – vehicles used illegally, frequently enough in criminal activities.

The investigation culminated in the seizure of 26 vehicles, revealing a network of fraudulent activities ranging from unauthorized rentals to the manipulation of license plates.
Modus Operandi: Foreign Nationals and Loan Fraud
The investigation revealed that the scheme frequently enough involved exploiting foreign nationals to obtain fraudulent loans. According to police reports, distributors, including one identified as Mr.A, enlisted foreigners, such as Mr. B,to act as fronts for securing vehicle loans. In one instance, eleven foreigners were used to obtain approximately ₩890 million (roughly $670,000 USD) in mortgage loans.The funds were then allegedly diverted,with a portion used to purchase vehicles under mr. B’s name. Authorities suspect that the perpetrators never intended to repay the loans, classifying the operation as a sophisticated fraud.

Beyond loan fraud, the investigation uncovered a parallel operation involving the unauthorized rental of vehicles.Distributors allegedly leased vehicles without permission, or forged license plates on vehicles that had been suspended due to outstanding penalties. These “cannon cars” were then rented out for profit, generating an estimated ₩250 million (approximately $188,000 USD) in illicit income. Rental fees ranged from ₩800,000 to ₩11 million per month, with at least 15 individuals utilizing these illegally obtained vehicles.
Legal Repercussions and Ongoing Investigation
As an inevitable result of the investigation, two individuals, including a key figure in the operation, have been referred to the prosecution on charges including fraud, acquisition of stolen goods, and violation of the Passenger Transportation Business Act. Eight foreign nationals who allegedly conspired in the fraud have also been charged, along with eight individuals accused of embezzling lease cars. Additionally, three individuals face charges for operating “cannon vehicles” in violation of the Automobile Management Act, and three others are accused of manipulating license plates.
Moving Forward: Strengthening Enforcement and Technology
In light of these findings, law enforcement officials are emphasizing the need for stricter enforcement against illegal vehicle operations. A police official stated that illegal cannon vehicles need to be strictly cracked down as an important tool for various crimes.
Furthermore, authorities are exploring the integration of technology to enhance vehicle tracking and enforcement capabilities. This includes expanding the use of security closed-circuit (CC) TV, parking control cameras, and parking management systems to identify and track vehicles subject to suspension orders. This proactive approach aims to deter future illegal activities and improve public safety.
