“It’s not something you go to a store and buy,” Melonas said, highlighting the unique value Camp Small offered.

"We hear so much about how government is wasteful and incompetent,” said Andrew Kleine, former Baltimore Budget Director who oversaw the initial funding for Camp Small. “This is a total counterexample of government being resourceful and innovative.”
