Ecuadorian Assembly Advances Key Legislation: from Vicarious Violence to Blockchain

The Legislative Board of Directors has channeled several law proposals to specialized commissions for detailed review.


Legislative Agenda Takes Shape

Ecuador’s National Assembly is actively considering a diverse range of legislative proposals. The Board of directors (CAL) recently approved five new bills and reforms, forwarding them to specialized commissions for in-depth analysis and the creation of thorough reports. This move signals a proactive approach to addressing pressing issues facing the nation.

Spotlight on Vicarious Violence

Among the qualified proposals is the Comprehensive Protection Law against Vicarious Violence, a critical piece of legislation that will be scrutinized by the Justice Commission. This law aims to protect women victims of gender violence, specifically addressing the insidious form of abuse known as vicarious violence, where harm is inflicted through loved ones, often children.

the impetus for this legislation gained momentum following testimonies from Gabriela Goldbaum, former spouse of Daniel Noboa, and other experts who addressed the plenary on March 11, 2025. Their insights are expected to significantly contribute to strengthening the legal framework designed to safeguard women.

Prison Reform and Technological Innovation

The legislative agenda extends beyond gender-based violence. The Security Commission will examine the Organic Law of Cooperation and Support between centers for deprivation of liberty and public institutions. This law seeks to improve coordination and support for activities within Ecuador’s prison system,perhaps addressing issues such as overcrowding and rehabilitation programs.

Furthermore, the Education Commission is set to delve into the use and regulation of Blockchain technologies. This forward-thinking approach suggests an interest in exploring the potential of blockchain in various sectors,including education,finance,and supply chain management.

Environmental and Economic Considerations

The national Assembly is also prioritizing environmental and economic sustainability. The commissions for Economic and Biodiversity Development will analyze proposals related to the Organic Energy Transition Law for Galapagos and reforms to the Amazon law. These initiatives aim to promote sustainable energy practices in the Galapagos Islands and enhance workforce skills in the Amazon region, respectively.

Budget Adjustments and Openness

In a recent session, the Legislative Technical Unit presented a non-binding report on budget modifications. The relevant commission is tasked with analyzing these adjustments and preparing a comprehensive report. This process underscores the importance of fiscal responsibility and accountability.

Additionally, the CAL addressed unanswered information requests from assembly members Humberto Tapia and Lenin Barrero. The matter has been referred to the Transparency Commission, wich will intervene and demand written responses from public officials within five days, as mandated by Article 76 of the Law of the Legislative Function. This action reinforces the commitment to transparency and responsiveness in governance.
