A Rural Town’s Bold Strategy to Secure Healthcare
In a proactive move to address the growing crisis of medical desertification,the small town of Plévenon in Côtes-d’Armor,France,is pioneering a unique solution. Facing the same challenges as manny rural communities – an aging medical population and limited access to healthcare services – Plévenon has invested in its future by supporting a young medical student in exchange for his commitment to practice in the village.
Mayor Hervé Van Praag, recognizing the urgency of the situation, spearheaded the initiative. “our town, like many others, suffers from medical desertification,” he stated. “Consulting a doctor requires a significant drive to neighboring towns, and even ther, the medical professionals are aging. Attracting a doctor to our village became a top priority.”
Investing in the Future: A Scholarship with a Guarantee
The cornerstone of Plévenon’s strategy is a scholarship program designed to incentivize young medical professionals to practice in underserved areas. Léonard Farcy,a medical student with family ties to Plévenon,approached the town with a proposition: financial support during his studies in exchange for a commitment to practice in the village upon graduation.

The town provides Farcy with €4,800 annually until he completes his general practitioner training. In return, he is obligated to practice in Plévenon for the same duration that he receives the scholarship. This innovative approach ensures a long-term healthcare solution for the community.
This initiative aligns with broader efforts to combat medical deserts. According to a 2024 report by the French Ministry of Health, approximately 10% of the French population lives in areas with limited access to healthcare.Incentivizing young doctors to practice in these areas is crucial to addressing this disparity.
The Cap Fréhel Health Relay: A Hub for Complete Care
To accommodate the future practitioner and attract other healthcare professionals, the town has invested €672,000 in a new health relay, with a subsidy of €100,000 from the departmental council. The Cap Fréhel health relay is designed to be a modern,multi-functional facility offering a range of services.
The facility includes:
- A medical office for the general practitioner
- A shared office for two nurses
- A space for a nurse practitioner who can renew prescriptions
- An upstairs area dedicated to a dental surgeon and space for another specialist (kinesiologist, osteopath, or dietitian)
The goal is to create a collaborative environment where healthcare professionals can work together to provide comprehensive care to the community. “We wanted this young doctor to not be alone. It’s crucial to be able to work on a team, to coordinate care,” explained mayor Van Praag.

Plévenon’s commitment to healthcare extends beyond financial support for medical students and infrastructure growth. The town has also implemented strategies to ensure the long-term financial sustainability of the health relay.
Revenue generated from local amenities, such as the campsite, lighthouse, parking lot, and wind turbines, is reinvested into the community, including healthcare initiatives. The rental income from the health relay building covers loan interest and operational expenses, ensuring that the facility is self-sufficient.
Moreover, the town has acquired property to provide housing for healthcare personnel, addressing another potential barrier to attracting professionals to rural areas.
A Model for Other Communities
Plévenon’s innovative approach has garnered attention from other communities facing similar challenges. Mayor Van Praag received the Prize for the Victory of Brittany of Public Action in 2023 for his leadership in this initiative.
