Burgas Industrial Zone Faces Setback as Investors withdraw €360 Million Projects

Enterprising plans for green hydrogen production and a carbon-neutral zone at the former Ravnets military airport stall, prompting a renewed push for growth.


Investment Retreat at Ravnets Airport: A blow to Burgas’ Industrial Ambitions

Significant investment projects totaling BGN 724 million (€360 million) have been abandoned at the site of the former military airport near Ravnets, a village within the Burgas Municipality. Burgas Highdrage and Virtus Investment have withdrawn their proposals, dealing a blow to the region’s aspirations for industrial growth and green energy leadership.

Burgas Highdrage had pledged BGN 130 million towards establishing a green hydrogen plant,while Virtus Investment envisioned a BGN 594 million carbon-neutral zone,featuring its own green hydrogen production facility and infrastructure for hydrogen industry components.

Municipality Seeks State Support for New Industrial Zone

Despite the setback, the burgas Municipality remains committed to developing the area. They are initiating a fresh effort to transform the former military airport into a thriving industrial zone, emphasizing its “extreme suitability” for such a purpose.The municipality intends to request the transfer of state-owned land within the airport’s territory to facilitate this development.

One concept under consideration by the local administration is the construction of a car safety center. However, these plans are currently in the preliminary stages.

Past Efforts and Future Visions for the Burgas Industrial Zone

In 2018, the state transferred the entire former air base territory to the Burgas municipal administration free of charge, with the specific goal of establishing a new industrial zone. A five-year deadline was set for the plan’s implementation, but this timeline was not met. Consequently, at the end of 2023, the municipality relinquished control of the former airport, returning it to state ownership.

Following a decision by municipal councilors on March 25th, the municipality will again request control of the Ravnets airport, but this time focusing on the unusable terrains excluding the runway. This revised approach reflects a more targeted strategy for development.

Potential projects: Driver Training and UAV testing

Among the proposed projects for the revitalized industrial zone are a driver training ground with theoretical instruction facilities. Moreover, in collaboration with the Association of the Bulgarian Aviation Industry (ABAI), plans are being developed for a specialized area dedicated to testing unmanned aerial vehicles (UAVs), capitalizing on the growing drone technology sector.

Legal Challenges Cited as Possible Cause for Investor Withdrawal

While attempts to reach representatives from Burgas Highdrage and Virtus Investment for comment were unsuccessful, the Burgas Municipality suggests that legal challenges may have played a role in their decision to withdraw.According to the municipality, both major investment intentions were thwarted after complaints of local politicians before the Burgas Administrative Court.The refusal came, although the complaints in question were not approved by magistrates.
