Bank Commissions: New Limits & Official Gazette Details

The Central Bank of Venezuela (BCV) published in the Official Gazette No. 43,231, dated October 9, 2025, the official notice through which it informs banking institutions, Exchange Houses and non-bank suppliers of point-of-sale terminals, the maximum limits of commissions, fees and/or surcharges that may be charged for operations and activities.

The regulations highlighted that The maximum limit of commission, fee or surcharge for the issuance of the booklet, starting with the second one per year, is Bs. 8while inquiries at ATMs with a debit card from an account at the same bank or other financial institutions is Bs. 8.

It is important to specify that from 2022, The maximum limits of the commissions, fees and/or surcharges charged were not updated for operations and activities.

With this new notice, The Central Bank of Venezuela replaces the notice issued on November 7, 2022.

Consumer operations through debit and prepaid cards abroad, They will continue to charge 1.50% of the transaction amount.

The amounts for the exchange houses in the Caribbean nation, It will remain as established in the resolution for the year 2022.

Next, some of the rates updated by the Central Bank of Venezuela:

For transactions in bolivars

– Issuance of account statements for current accounts in bolivars of natural persons: Bs. 8.

– Cash advances at points of sale with debit cards: Bs. 8.

– Withdrawal from another bank ATM: 5% of the amount withdrawn.

– Withdrawal at ATM of the same bank: 3% of the amount withdrawn

– Issuance of credit card holder: Bs. 491.

– Transfers: Bs. 8.

For interbank mobile payment service

– Transactions approved person to person: Up to 0.30% of the payment amount, with a minimum commission of Bs. 2.

– Transactions rejected or reversed person to person: For each operation Bs. 2.

– Approved person-to-merchant transactions: Up to 1.5% of the payment amount, with a minimum commission of Bs. 2.

– Transactions rejected or reversed person to merchant: For each operation Bs. 2.

– Approved trade-to-person transactions: Up to 2% of the payment amount, with a minimum commission of Bs. 2.

– Transactions rejected or reversed trade to person: For each operation Bs. 2.

For foreign currency transactions

– Collection document received from abroad: 0.50% of the amount of the document received in collection.

– Collection document sent abroad: 0.50% of the amount of the document received in collection.

– Sale of Foreign Currency to the public: 0.50% of the amount of each operation.

– Consumer transactions using debit and prepaid cards abroad: 1.50% of the amount of the transaction.

– Purchase and sale operations of securities denominated in foreign currency: 1% of the amount of the operation.

– International transfers sent (America): 21 euros or its equivalent in the currency of the operation.

– International transfers sent (Europe and rest of the world): 30 euros or its equivalent in the currency of the operation.

Exchange houses

– Receiving or sending electronic remittances of foreign currencies through international transfers, bank terminals or payment buttons: 4% of the amount in national currency calculated at the exchange rate of the operation, with a minimum equivalent to 2 euros.

– Purchase – sale of foreign currencies via electronic transfer in offices: 1% of the amount of the operation in national currency.

– Sale of foreign currencies in cash by natural and legal persons in offices: No commission.

– Purchase of foreign currencies in cash made by natural and legal persons in offices: 5% of the amount of the operation payable in national currency calculated at the exchange rate of the operation.

Points of sale

– Reimbursement of operating costs of point of sale terminals: Up to Bs. 3,521.60 monthly, for each terminal installed.
