THR demands: A Recurring Issue Before Lebaran

As the Lebaran holiday approaches, the contentious issue of holiday allowances (THR) is once again in the spotlight.This year, allegations have surfaced concerning an individual impersonating a State Civil Apparatus (ASN) official, accused of soliciting THR from traders in the bustling Cibitung Main Market, located in Bekasi Regency.

The Incident Unfolds: Receipt in Hand

A video circulating on social media depicts a man, purportedly posing as an ASN official, approaching vendors within the Cibitung Market. He is seen presenting a receipt labeled ‘THR RETRIBUTAN,’ seemingly demanding payment. According to the video,the individual stated the levy was for local governments,security levies or Retribution.

The receipt indicated a requested payment of Rp 200,000. The incident allegedly occurred on Saturday,March 22,2025. A witness recording the event claimed this practice has been ongoing for an extended period, stating they have experienced similar THR solicitations as commencing trade in the Cibitung Main Market four years prior.

The recorder pleaded for an end to such practices,expressing hope that it would not become a customary occurrence.

Police Intervention and Investigation

Responding to the viral video, Bekasi Metro Police Chief Commissioner Mustofa confirmed that the police have apprehended the individual in question. We caught [him] last night, Mustofa stated, assuring that the matter is under investigation.

Crucially, Commissioner Mustofa clarified that, contrary to social media narratives, the individual is not an employee of the Bekasi Regency Government. We will process [him]. [He is] Not an employee (Bekasi Regency government), he affirmed.

Contextualizing Extortion and Illegal Levies

This incident highlights the persistent problem of illegal levies and extortion, notably targeting small businesses and market traders.While official THR is a legally mandated benefit for employees, these unofficial demands exploit the festive season and create an atmosphere of fear and coercion.according to a 2024 report by the Indonesian Ombudsman, illegal levies remain a significant concern across various sectors, including markets and public services. Combating such practices requires increased vigilance, public awareness, and robust law enforcement.
