Those affected by the construction projects of the Dakar-Diamniadio toll highway and restructuring of Pikine Irrégulier Sud, relocated to Tivaouane Peulh in a new place called Cité Apix, demand the provision of their property titles. During a press briefing organized on Sunday, the latter, grouped around the Inter-Islet Committee of the Cité Apix (Cica), strongly denounced the delay maintained by Apix and the competent authorities on this matter. “If we met today, it is because the populations are a little disoriented, to the extent that since their resettlement, they have done everything to dispose of their property deed which is a right (…) these populations are only asking for their right because the deed which was delivered to us was just to the extent that upon our arrival, we had to secure land,” said Lamine Dia, president of Cica. According to the document submitted by the committee, each household duly identified must in fact have land for residential use accompanied by a surface right issued by the competent authorities after the resettlement site has been developed. If they have the plots, the titles are desired on the Cica side which has seen a congruent portion of its members have access to the sesame. “For 2039, we have allocated just a hundred. Which is a very minimal thing compared to the number of displaced people who are here,” lamented Mr. Dia. His disappointment is all the greater as leases are being considered by Apix for the rest. “Recently, when summoned by Apix, we were informed that instead of surface rights, we were going to get out of the leases. This is what people cannot accept. Because you can’t change the rules during a match, in the match. There were the surface rights papers which were about to be issued, and that must continue,” the committee president forcefully asserted to the approval of his comrades who came en masse to the meeting. They also denounced the irregular leases established on plots already allocated to the Paps and also on public spaces. “The Dgid, supposed to control the regularity of state-owned acts, did not prevent the exit of illegal leases,” deplores the memo through which the Cica demands the full restoration of the initial master plan of the Cité Apix, as well as the opening of an administrative and judicial investigation to identify and sanction the agents and accomplices involved. The site, titled Tf n°6043/R, covers 92 hectares including 2039 residential plots and various community facilities.
