Albay 1st District Representative and Liberal Party (LP) President Edcel Lagman has passed away at the age of 82.

This sad news was confirmed by his daughter, Tabaco City, Albay Mayor Krisel Lagman, in a statement issued to House of Representatives reporters shortly before 7 p.m. on Thursday. Mayor Lagman shared, “It is with profound sadness that we announce the passing of our beloved father.”

Rep. Lagman died on Thursday afternoon at 5:01 p.m. due to cardiac arrest. At his final moments, he was surrounded by family. Mayor Lagman emphasized, “At his final peaceful moments, he was surrounded by all his children, sisters, and family members.”
In his final statement, she paid tribute to her father’s life, saying, “He left this world the way he lived his life – with integrity, compassion, and fearlessness. He fought until the end with the dogged determination, tenacity, and unshakable hopefulness that defined all that he stood for.”
A Legacy of Love and Service
“He will be remembered and honored by his family, friends, and colleagues as a remarkable and generous father; a warm, thoughtful, and loving brother, uncle, and lolo; a true and loyal friend; and an upright, principled, and unwavering advocate of human rights and the rule of law,” Mayor Lagman continued.
Human Rights Advocate and Legal Mind
Rep. Lagman enjoyed a distinguished career as a human rights lawyer. He took pride in his designation as an “independent minority” solon in the 19th Congress. Lagman was elected president of the Liberal Party in September 2022.
Despite his role in politics, Lagman remained dedicated to his pet measure, the Absolute Divorce Bill. He actively defended the legislation during the early part of 2024. Later in the year, he reportedly fell ill, though this was never confirmed publicly.
