Agea plans to issue the first payment decree for plant production for the 2025 insurance campaign by the end of April 2026. For livestock production it plans to issue the first decree by May 2026.
There are many new features announced and analyzed during the event 18th edition of the National Conference on Risk Management in Agriculture which was also held this year Assisi (Pg) he Last February 18th and which was organized by Center for Agricultural and Rural Development (Cesar), Asnacodi Italy e University of Perugia.
In particular, Eleonora Longo of the Agea Risk Management Office took stock of the disbursements of contributions for risk management starting from the closure of those relating to the old CAP programming (over 73 million and 200 thousand euros disbursed in 2025).
Before going into detail on the status of the arrears, however, there is a message that has been underlined on several occasions by Agea and which is fundamental for all farmers who intend to take advantage of public contributions for risk management, from insurance to mutual funds: the need to update the company file, primarily the Graphic Crop Plan (Pcg), and to delegate one’s own Agricultural Assistance Center (Caa) to extract from the Sian information system the data necessary to start the administrative machine. This delegation somewhat replaces the old expression of interest and it is essential that the farmer delegates before taking out the insurance policies.
“It is necessary to fill out the Graphic Crop Plans. Farms must go to their CAA and fill them in promptly. The system is open. It is important that we do not wait until the deadline is close as happened in the past”he chanted loud and clear Francesco Sofia of the Management, Development and Security of Agea IT Systems Directorate during his speech.
Returning to the update on the payments of contributions by Agea for previous campaigns, for 2023 there are currently still 1,500 payment requests to be paid and Agea expects to close the procedures within the year; for 2024 “the investigation of a payment decree is underway which involves 1,500 applications for support with an eligible amount, at the beginning of the investigation, of approximately 3 and a half million”said Eleonora Longo of Agea.
As all farmers who in the past have taken out subsidized insurance policies or joined mutual funds know, over the years Agea had accumulated delays in the payment of contributions. This is due to anomalies. The work carried out over the years, also from a procedural and IT point of view, is bearing fruit. In 2025, payments accelerated greatly, for a total of just under 350 million disbursed. THE’objective declared is now to reduce as much as possible the anomalies that were swamping the system. Also for this reason, from this year, the delegation mechanism to the CAA mentioned above has been introduced.
“With this document – Eleonora Longo explained further – the company delegates the CAA on its behalf to extract from its company file the information relating to the productions it wants to insure and then to send it to the actors involved, be they the defense consortia or intermediaries in order to allow the latter to stipulate the policy with contents deriving directly from the company file. It often happened that i data were inconsistent”.
“As far as the 2025 insurance campaign is concerned, with just under 95 thousand expressions of interest, we hope to go faster than in the past”said Agea colleague Francesco Sofia.
It was precisely the director of Agea’s information systems who had the task of explaining theevolution planned for Agea, an evolution which, in the intentions, should lead to a more streamlined payment process linear and more fast. “The complications – explained Sofia – depend on the number of subjects involved and also on the number of information systems. Often the data, although referring to the same cases and the same domains, have different formats, were collected at different times and this creates anomalies”. The paying agency is not the same in all regions and some paying agencies use different information systems.
“The data is on a different information system and must arrive at the National Agricultural Information System (Sian). It was a great difficulty but we are resolving it. This year, on a panel of 7 thousand companies that have technical-economic units that fall into different regions, the Graphic Crop Plan will be compiled directly on the Sian.idea is to expand to all agricultural companies that are interested in risk management. And it’s not simply a feature. Filling in directly on Sian means that everything will acquire coherence. It is not yet an operational idea but we are continuing along this path. We want to put the farmer at the centre, with easy and interoperable systems. Another one innovation that we want to introduce and is being prepared in 2026 is the completely digital company file, therefore dematerializing the file. Today it is made up of many documents, often kept in the Caa. Technologies allow for dematerialisation, everyone’s will is needed, but this allows the information in the system to be already certified at the origin. Reliable and immediately available information”.
