However, according to the evaluation of the Ministry of Health, the development of traditional medicine in our country in the last five years has not lived up to its potential and strengths. Most of the objectives established in the program for the development of traditional medicine, which combines traditional medicine with modern medicine until 2030, have not been achieved; Even the tasks assigned to the Ministry of Health in this field have not been completed. Although traditional medicine hospitals have invested in the modernization of infrastructure and equipment, they have not attracted patients to receive medical exams and treatments; The Training framework in Traditional Medicine is not suitable for practice; Investment in resources for traditional medicine is not up to their role and importance in people’s medical care.

The Deputy Minister of Health, Do Xuan Tuyen, said that there are various reasons, both subjective and objective, that explain the situation described. As for the latter, it is observed that a part of the party committees and the authorities at all levels have not paid due attention to the development of traditional medicine and pharmacy, they have not fully recognized their role and importance, nor have they paid due attention to their integration into health policies and health care. It should be noted that the coordination and participation of ministries, departments, branches and organizations is not synchronized or corresponds to the position and role of these organizations, still considering the development of traditional medicine and pharmacy as an exclusive competence of the health sector. On the other hand, the legal framework for traditional medicine and pharmacy is incomplete, and the same mechanisms of modern medicine policy continue to be applied; The investment of companies in the field of evaluation and medical treatment is not encouraged, as well as in the cultivation, processing, production and marketing of medicinal herbs and traditional medicines. Investment in resources is not proportional to the role and importance of traditional medicine …, while the traditional medicine services system still lacks synchronization and unit from the central level to the base level …

According to the associated professor Dr. Vu Nam, director of the Central Hospital of Traditional Medicine, the perspective of combining traditional medicine and modern medicine in general medical care and in the treatment and prevention of noncommunicable diseases is completely correct and necessary. However, currently, some evaluation criteria are not consistent between traditional and modern medicine; Many medicinal herbs and herbal medications still face difficulties in origin and quality. From there, the value of Vietnamese medicinal plants must be gradually increased, convert national medicinal resources into an industry that provides sustainable livelihoods to people, contributes to the eradication of hunger, the reduction of poverty and local socioeconomic development.
