Macron Signals Potential Mercosur Deal by Year’s End

During the state visit of Brazilian President Lula Da Silva to Paris, French President Emmanuel Macron expressed his readiness to finalize an agreement with the Mercosur countries-Brazil, Argentina, Uruguay, and Paraguay-“by the end of the year,” contingent upon the inclusion of “mirror clauses” or “safeguard clauses.”
While France has previously opposed a free trade agreement with the Mercosur bloc, Lula da Silva’s visit appears to have shifted the dynamic. Da Silva, soon to assume the presidency of the South American commercial alliance for a six-month term, conveyed an ” optimistic “ outlook regarding a successful resolution.
In an interview with Brazilian television channel Globonews, Emmanuel Macron described such an agreement as “Strategically good,” while emphasizing the need for “An additional protocol that allows either to have mirror clauses or to have backup clauses.”
A Signature Imminent?
Emmanuel Macron stated, “We, in Europe, put our peasants from the rules. they were told: ‘You should no longer use such phytosanitary products to produce because it is not good for climate, for biodiversity or for human health’. […] If you wont to produce in Mercosur and import these products into Europe, it must do the same rules.” When asked if he intended to sign the free trade agreement should Mercosur accept these conditions, the French President responded “Yes”, “by the end of the year”.
