The case involving former Ngada Police Chief, AKBP Fajar widyadharma Lukman, has taken a notable turn. Following his dishonorable discharge (PTDH) from the Indonesian National Police,Lukman now faces criminal prosecution related to allegations of immoral conduct with a minor.

Additionally, he faces charges under Article 45 Paragraph 1 Junto Article 27 paragraph 1 of Law number 1 of 2024, which amends the Second ITE Law, stemming from the existence of video recordings related to the alleged offenses.

These charges reflect the severity with which Indonesian law addresses sexual violence and the misuse of technology to exploit or endanger individuals. Conviction under these laws could result in ample prison sentences and significant fines.

Key Evidence Unveiled: AFP Assistance and Video Analysis

AKBP Bertha Hagge, Head of Sub Directorate IV of Ditreskrimsus NTT Regional Police, has disclosed crucial findings from the ongoing investigation. The evidence includes video recordings obtained from the Australian Federal Police (AFP),highlighting international cooperation in pursuing justice.

The investigation has revealed several key points:

  1. The National Police received eight video recordings from the AFP following a formal request initiated on January 14, 2025.
  2. The videos primarily show the victim’s face,while obscuring the face of AKBP Fajar.
  3. The alleged immoral acts reportedly occurred at a hotel in Kupang, East Nusa Tenggara.
  4. Initial investigations suggest that two victims are related.

Challenges in Identification and Ongoing Investigation

Despite the evidence, challenges remain in fully identifying all parties involved.As AKBP Bertha Hagge stated:

The NTT Regional Police immediately issued an investigation warrant. From the investigation it has not been revealed who the culprit is, then the victim is on behalf of who is not yet known.

The police are continuing their investigation, focusing on identifying all victims and gathering further evidence to build a strong case against the accused. The investigation is also trying to determine the full extent of the alleged abuse and whether other individuals were involved.

According to recent data from the National Commission on violence against Women (komnas Perempuan), cases of sexual violence remain alarmingly high. In 2024, the commission recorded over 400,000 reported cases, underscoring the urgent need for stronger legal protections and increased awareness.
