The official end of the Lebaran holiday, as stipulated in the Joint Decree of 3 Ministers regarding national holidays and joint leave for 2025, is april 7, 2025, wiht the return to work scheduled for April 8, 2025.
Flexible Working Arrangement (FWA) Extended for Civil Servants
Recognizing the potential for congestion during the post-Lebaran exodus, the government has implemented Flexible Working Arrangement
(FWA) for civil servants (ASN). This measure aims to alleviate traffic density associated with the return flow. The FWA schedule has been extended to include April 8, 2025, providing some flexibility for government employees.
Clarifying the FWA: Not an Extended Holiday
It’s crucial to understand that the FWA extension does not equate to an extended holiday for civil servants. The adjustment of work arrangements through FWA is governed by Circular Letter (SE) of the minister of Administrative and Bureaucratic Reform (PANRB) No. 3 of 2025.
We want to ensure that public services continue to run and community mobility when the reverse flow remains safe and comfortable. Adjustment of the implementation of this task is carried out by considering the flexibility and continuing to maintain the quality of service.

Maintaining Essential Public Services
Government agencies providing essential services and those with direct public contact are expected to maintain efficient operations through carefully planned and proportional work schedules. These agencies are also tasked with ensuring adequate staffing and robust details technology support systems, notably to manage the homecoming traffic flow.
For example, the Ministry of Transportation is working with local authorities to provide real-time traffic updates and option routes to ease congestion. Similarly, healthcare facilities are ensuring sufficient staffing to handle any potential increase in patients due to travel-related incidents.
Evolution of the FWA policy
The FWA policy was initially outlined in SE Minister of PANRB No. 2 of 2025, stipulating a four-day FWA period preceding the National Holidays, Nyepi Holy Day 1947, and eid al-Fitr 1446 H, from Monday, March 24, 2025, to Thursday, March 27, 2025. The recent amendment adds one day, April 8, 2025, to the FWA schedule.

The adjustment of official tasks applies to:
- 4 (four) days before the National Holidays and Joint Leave for Nyepi Holy Day 1947 and Eid al-Fitr 1446 H, specifically from Monday, March 24, 2025, to Thursday, March 27, 2025; and
- 1 (one) day after the National Holidays and Joint Leave for Nyepi Holy Day 1947 and Eid al-Fitr 1446 H, which is Tuesday, April 8, 2025.
- All other provisions outlined in Circular of the Minister of Administrative Reform and Bureaucratic Reform Number 2 of 2025 concerning Adjustment of the Implementation of State Employee Official Tasks in Government Agencies and the Implementation of Public services during the National Holidays and Leave Joint Holy Day Nyepi Saka 1947 and Idul Fitri 1446 H remain in effect.
