South Korean authorities are intensifying their efforts to combat illegal cyber gambling, a pervasive issue that leads to significant financial losses and social problems. Recent operations by the National Police Agency (NPA) and regional agencies like the Gyeongnam Police Agency have resulted in numerous arrests and the dismantling of sophisticated online gambling networks.

Gyeongnam Police agency Dismantles Philippines-based Casino Ring

The Gyeongnam Police Agency’s Cyber crime investigation Service recently apprehended 18 individuals connected to an illegal casino gambling operation. This network, based in the Philippines, allegedly ran four online gambling sites featuring games like baccarat and slots for approximately 20 months, starting in September 2022 and continuing until May 2024. Among those arrested were key figures, including a 41-year-old identified as “A” and a 37-year-old team leader known as “B.” the case was handed over to prosecutors at the end of March.

The investigation began in march of the previous year when the investigative team, while analyzing money laundering accounts from a separate case, identified over 300 accounts linked to illegal gambling activities. This analysis revealed that the gambling sites had received deposits totaling ₩250 billion (approximately $190 million USD) from over 9,450 members.

Investigation Tactics and Arrests

Following the initial investigation, authorities identified specific suspects and apprehended “B” upon his return from the Philippines in June of last year. other operators remaining in the Philippines were encouraged to voluntarily return to South Korea for questioning. “A,” who had initially evaded capture, was arrested after his passport was invalidated by the investigative team, leading him to abandon his escape and return home.

The court has approved the police’s request for preservation of criminal revenue collection concerning the ₩7.5 billion (approximately $5.7 million USD) in illicit profits obtained by the gambling site operators.

The agency plans to concentrate its investigative resources on a special crackdown aimed at eradicating illegal cyber gambling until October 31st, ensuring that citizens can directly experience cyber safety.

National Crackdown Reveals Organized Structure of Cyber Gambling

The National Police agency’s National Investigation Headquarters conducted a special crackdown on cyber gambling from September 25, 2023, to october 31, 2023, led by the Cyber Crime Investigation Service of the National City Office. This operation revealed that the 297 arrested operating organizations often have a multi-tiered structure, with a central headquarters responsible for illegal gambling program development and the distribution of profits.

Of the 9,971 individuals arrested over the past year, 14.9% (1,479) were involved in operating gambling sites, advertising, or providing related services, while the remaining 85.1% (8,492) were gamblers.
