Prime Minister Pham Minh Chinh signed official dispatch No. 144, dated August 23, 2025, relating to the reduction and simplification of administrative procedures and commercial conditions, as well as the fluid and effective implementation of administrative procedures in the two -level local administration.

In accordance with resolution n ° 66/NQ-CP of March 26, 2025 of the government on the program to reduce and simplify administrative procedures linked to production and trade activities for the 1920s and 2026, as well as to Directorate of the Prime Minister, the competent ministries and organizations have examined and developed reduction and simplification plans.

To date, ten ministries and organizations have submitted their projects to the Prime Minister for examination and approval. This validated a reduction and simplification plan of 1,315 administrative procedures, as well as the reduction of 872 commercial conditions, falling under the management of four ministries.
For the year 2025, it is planned to repeal 488 administrative procedures, to simplify 2,675 others (or 74.86% of the total procedures related to production and trade activities) and to reduce 2,028 commercial conditions out of a total of 7,806 (reaching a rate of 26%).
In order to ensure rapid, effective implementation and compliant with the calendar fixed by resolution n ° 66/NQ-CP, the Prime Minister requested immediate execution of several measures.
Ministries and localities must accelerate the implementation of the reduction and simplification program, with the aim of reducing commercial conditions, time and costs in 2025 by at least 30%.
The Ministers of Health and the Interior must complete their reform plans before August 31, 2025. Those of science and technology, foreign affairs as well as the governor of the State Bank must finalize and submit their files within the same time, in accordance with resolution 66/NQ-CP.
The Ministry of Industry and Trade is responsible for continuing the examination and simplification of commercial conditions in order to achieve the objectives set.
The Head of Government asked the ministries and localities to guarantee fluid, efficient and continuous implementation. He underlined the need to quickly complete the construction and commissioning of national and sectoral databases (land, civil status, construction, etc.). Presidents of the provincial popular committees must affect a sufficient number of qualified civil servants, particularly in the administrative service centers of municipal level, in order to support and process the procedures of citizens and businesses, with maturity on August 31, 2025.
The localities must also promulgate and apply the decision allowing the processing of administrative procedures independently of internal administrative borders, facilitating the submission of files by citizens according to their place of residence, studies or work.
The Prime Minister called on all local ministries and authorities to closely direct these works in order to guarantee modern, continuous and turned public service to the needs of citizens and businesses. .
