In an innovative move towards streamlined tax governance, the Putian municipal Taxation Bureau and the Shizuishan Municipal Taxation bureau recently engaged in a joint video learning initiative. This collaboration, themed Mountains and Seas are in the same frequency, the clean breezes work together to build the original intention together
, signifies a commitment to harmonizing work styles and fostering a unified approach to tax governance across geographically diverse regions.
This initiative highlights a growing trend in China, were technology is being leveraged to overcome geographical barriers and promote knowledge sharing among government agencies. Similar programs have been implemented in other sectors, such as healthcare and education, demonstrating the widespread adoption of digital solutions for improved public service delivery.
The collaborative event commenced with a video showcasing the unique cultural and industrial landscapes of Putian and Shizuishan. Juxtaposing the past significance of Putian’s maritime heritage with Shizuishan’s industrial legacy, the video underscored the shared mission of both tax bureaus: gathering wealth for the country and collecting taxes for the people.
Following the video, officials from both bureaus presented detailed analyses of their respective tax operations. Putian shared insights into its discipline and tax cooperation
mechanism, while Shizuishan elaborated on its Strengthening Basics Project,
designed to fortify grassroots governance through targeted initiatives.
Cultivating Integrity: Learning from Experience and Avoiding Pitfalls
A central component of the joint learning session was the Mutual Learning of Experience and Original Aspiration
segment, where officials engaged in open discussions about work style construction. Key figures from both bureaus, including Ma Keji from Shizuishan and Chen Long from Putian, delivered presentations based on their experiences and insights gained from recent studies.
Moreover, the event incorporated a crucial warning and education segment, featuring a special film from the Central Commission for Discipline Inspection titled Correction and Corruption.
By examining specific cases of misconduct, tax officials reaffirmed their commitment to ethical conduct and adherence to the Central Eight Regulations, reinforcing the importance of integrity in tax administration.
Through the baptism of learning and education in thoroughly implementing the spirit of the Central Eight Regulations, they always adhere to the original mission of “gathering wealth for the country and collecting taxes for the people”.
From Collaboration to Co-creation: Building a Enduring Future
Chen Bo, a leading auditor from the ningxia District Taxation Bureau, emphasized the significance of this joint study as a practical submission of the Central Eight Regulations. He advocated for expanding the collaboration beyond initial interactions, urging the tax bureaus to transition from cloud handshake
to normal handshake,
and from experience sharing
to mechanism co-creation.
Echoing this sentiment, Zhao Siyi, Party Secretary and Director of the putian Municipal Taxation Bureau, highlighted the shared objective of building an efficiency tax
system to support high-quality advancement. He proposed establishing a structured cooperation mechanism encompassing various areas, including tax governance, services, and party building, to foster deeper integration and contribute to China’s modernization efforts.

In the next step, the two sides will take this joint study as a starting point to establish a list-based cooperation mechanism in the fields of tax governance according to law, tax governance based on numbers, strict tax governance, tax services, party building, youth training, etc., promote the deep integration of “mountain and sea experience” and contribute stronger strength to the high-quality promotion of Chinese-style modern tax practice.
Looking Ahead: A Roadmap for Enhanced Tax Governance
This joint study marks the frist collaborative endeavor between the Putian and shizuishan tax bureaus following the signing of a framework agreement. Currently, ten specific cooperation initiatives are underway, spanning three key categories. This concerted effort underscores a commitment to continuous enhancement and innovation in tax administration, ultimately benefiting both regions and contributing to China’s overall economic development.
