Government approves Landmark Amendments to Children’s Benefits Law
In a move poised to considerably impact the lives of young, student mothers, the government has officially sanctioned amendments to federal Law No. 81-ФЗ, originally enacted on May 19, 1995, governing children’s benefits. This decision, spurred by an initiative from the Ministry of Labor, marks a pivotal step towards bolstering support for student families.
Subsistence-Level maternity Allowances for students
Under the newly approved legislation, full-time students enrolled in colleges, universities, scientific organizations, adn institutions offering supplementary vocational training will now be eligible to receive maternity allowances equivalent to 100% of the regional subsistence minimum for the able-bodied population. This represents a substantial increase compared to the previous system, which provided benefits based on scholarship amounts.
Previously, student mothers received allowances equivalent to their scholarship amount for 140 days of maternity leave, typically ranging from 9,300 to 23,300 rubles (based on scholarships of 2,000 to 5,000 rubles). The updated law ties the payment to the regional subsistence minimum, ensuring a more substantial and consistent level of support. As a notable example, with the federal subsistence minimum for able-bodied citizens set at 19,329 rubles as of January 1, 2025, the average maternity benefit for the entire 140-day leave period will now approximate 90,202 rubles. This is calculated as (140 days × 19,329 rubles / 30 days), offering a significantly improved financial cushion for student mothers.
The amendments are aimed at supporting young mothers during training, improving the demographic situation in the country, and creating comfortable conditions for families with children.
The Broader Impact: Demographic Improvement and Family Support
The government’s decision reflects a broader strategy to address demographic challenges and foster a more supportive environment for families with children. By providing enhanced financial assistance to student mothers, the amendments aim to alleviate some of the economic pressures associated with raising a family while pursuing education. This initiative aligns with ongoing efforts to promote family-amiable policies and improve the overall well-being of young families across the nation.
This legislative change comes at a time when demographic trends are a significant concern. According to recent data from Rosstat, the birth rate has been declining in recent years, highlighting the need for proactive measures to support families and encourage childbirth. The enhanced maternity benefits for students represent a targeted approach to address this issue by providing crucial financial assistance to a vulnerable segment of the population.
Expert analysis: A step in the Right Direction
Experts in social policy and family welfare have lauded the amendments as a positive step towards creating a more equitable and supportive environment for student mothers. This is a significant improvement that will make a real difference in the lives of many young women who are trying to balance their education with the responsibilities of motherhood,
says Dr. Elena Morozova, a leading researcher in family economics at the Higher School of Economics. By tying the benefits to the subsistence minimum, the government is ensuring that these mothers have access to a basic level of financial security during a critical period in their lives.
