The Gossau school district is at a crossroads, contemplating a significant restructuring of its educational management. At the heart of the debate is the proposed creation of a new “management of education” position, intended to bridge the gap between school care and school management. Proponents argue this role is crucial for relieving overburdened administrators and enabling them to focus on long-term school development rather then constant troubleshooting.
Currently, school care responsibilities are stretched thin, bogged down in operational tasks that strain the existing militia system. The introduction of a dedicated management of education role aims to streamline operations, allowing school care to be reduced to a more manageable five-member team.

Under the proposed organizational chart,the new management of education would oversee key areas including school management,special education,school IT,and day structures.The school management would continue to report directly to the school care president, maintaining a clear line of interaction and accountability.

However, the proposal faces stiff opposition, primarily due to financial concerns. Debora Heusser, speaking on behalf of the accounting committee (RPK), voiced reservations about the cost of the new position. The estimated annual expense, including contributions and additional costs, is CHF 230,000. While reducing the number of school care members would save approximately CHF 40,000, the RPK argues that the overall expenditure is unrealistic given the municipality’s current financial situation.

For example, a recent report by the Swiss Federal Statistical Office indicated that educational spending has plateaued in recent years, putting pressure on schools to find innovative ways to manage resources effectively.
Organizational Hurdles and Teacher Skepticism
Beyond the financial implications, the project faces another significant hurdle: organizational structure. To establish a management of education, the Gossau school district must have at least three organizational units. Currently, it only has two: primary school and upper level. To address this, school care proposes expanding and reorganizing the school for the upcoming 2025/26 school year, dividing the primary school into Primarschule Dorf and primary school unit, alongside the existing secondary school.
this rapid restructuring has raised concerns among teachers. During a panel discussion, a teacher with 22 years of experience at the primary school in Bertschikon expressed skepticism, stating that the reorganization feels like a step back into the past.
The teacher questioned the readiness of Gossau for a management education and indicated a lack of compelling reasons to support the proposal in the upcoming vote on May 18.
