Provincial Leaders Unite to Push for Economic reforms

Governors Martín Llaryora of Córdoba and Maximiliano Pullaro of Santa Fe recently convened at the “AmCham Summit 2025: A Competitive Argentina,” an annual event hosted by the United States Chamber of Commerce in Argentina. The summit focused on strategies to enhance Argentina’s competitiveness through federalism and strategic policy adjustments.

Federalism as a Catalyst for competitiveness

The central theme of this year’s summit was competitiveness as a state policy. During their panel discussion,titled “Federalism in Competitive Argentina,” both governors emphasized the critical role of provincial governments in driving economic stability and national prosperity. They argued that a more decentralized approach, empowering provinces, is essential for Argentina’s economic resurgence.

Governor Llaryora expressed his gratitude to AmCham for fostering connections between North American companies and Argentina,highlighting the meaningful investment these companies bring to Córdoba and the nation. He stressed the importance of recognizing the provinces’ contributions to the country’s economic well-being.

Currently, Argentina faces significant economic challenges, including high inflation and a complex tax system. The governors’ call for tax reform reflects a growing consensus that addressing these structural issues is crucial for attracting investment and fostering sustainable growth.

Call for Biofuel Law Reform and Tax Restructuring

In addition to advocating for federalism, Governor Llaryora reiterated the need for a revised biofuel law to increase its utilization, aligning argentina with global standards. He emphasized the untapped potential of the biofuel industry and the missed opportunities for economic growth and environmental sustainability.

The governors also called for a extensive overhaul of the tax system, advocating for second-generation reforms that address current inefficiencies and ensure that economic efforts are not wasted. They highlighted the need for a tax scheme that considers the services provided by both the national and provincial governments.

The AmCham Summit served as a platform for discussing critical issues such as the federalization of the productive model, infrastructure advancement, transportation, and regional imbalances. Participants emphasized the necessity of a unified agenda across different levels of goverment to improve economic and fiscal conditions, eliminating distortions like retentions that disproportionately affect agriculture.

The reduction of provincial asymmetries was also a key topic, with recognition of the provinces’ vital role in providing essential public services and the challenges they face in financing these services. The governors stressed that provinces have already made significant cuts and that further efforts are needed to ensure equitable distribution of resources.

Investment in infrastructure, including roads, ports, and the Paraná-Paraguay waterway, was identified as crucial for reducing logistics costs and facilitating the export of agribusiness products, thereby promoting national integration with global trade.

The Nation may not do public works, not maintaining, cutting expenses and programs, but for the provinces and the mayors it is indeed very challenging as the neighbors claim it directly. We need to rediscut a different tax scheme, where we take into account the services that offer the nation and the provinces.

Governor llaryora highlighted Córdoba’s strategic importance in Argentina’s productive and export matrix, emphasizing its strong presence in sectors such as bioenergy, food, automotive, and agricultural machinery. he also underscored Córdoba’s role as an innovation hub, fostered by collaboration between universities, SMEs, and large companies, driven by economic incentives and public-private partnerships.

Córdoba works as public and private, adding to the university sector and investing in education. That is why we are an innovation hub in Latin America, and that is the path that the world uses.
