Japan Foreign Worker Training: 2027 Framework Approved

Tokyo, Sep 26 (EFE) .- The Japanese Executive approved on Friday the replacement in 2027 of his controversial work training program of foreigners, allowing to change work and establishing a stricter supervision, after years of complaints of abuse and irregularities by local companies.

The new regulations, which will enter into force on April 1, 2027, will allow foreign workers to the Asian country under this program to change workplace within the same labor sector under certain conditions.

It is a radical change with respect to the existing framework, which prohibited transfers in principle, which caused many employees to flee from hostile environments.

“It is essential that Japan becomes an attractive country for employment,” said Japanese government spokesman, Yoshimasa Hayashi, at a press conference after approved the decision.

Under the new program, Japan will accept foreign workers from 17 sectors, including construction and agriculture, who face a serious shortage of labor. The promotion of the status of specific qualified worker will also be promoted, which allows to develop a medium and long -term employment in the country after having worked for at least three years.

The complaints of human rights violations have been repeated for years since the Japanese government adopted its job training program in 1993, a framework that authorities defend as a way of transferring skills to developing countries and that has usually been criticized as a way of importing cheap labor in the middle of demographic problems in the country.

Information on demands for defaults, physical abuse or abortion incitement among the participants of this program due to abusive clauses have been recurring issues in local media and some of the legal battles have even reached the Supreme Court, with sentences favorable to the plaintiffs.

Much of these works have been covered by Vietnamese, the largest group of foreign employees in Japan and, in turn, the largest group of workers listed as little qualified.

The controversial current frame will be abolished the same day of the entry into force of the new program. EFE
