Mali continues its commitment to the development and strengthening of its presence on the international scene, as evidenced by the recent ordinary session of the Council of Ministers. Chaired by General Assimi Goïta, president of the transition and head of state, this strategic meeting addressed crucial points for the future of the country, ranging from the improvement of infrastructure to international diplomacy.

Legislative and regulatory measures adopted

Fundamental decisions have been made to consolidate the national legal framework. A major text project has been adopted, relating to ratification of the financing agreement for the project to improve connectivity and resilience of road infrastructure. This document, signed on July 21, 2025 in Bamako between the Malian government and the International Development Association, marks an important stage. Thanks to this agreement, a loan of 133 billion 356 million 58 thousand 100 CFA francs was granted for the financing of this vital project.

The main objective of this funding is to improve resilient connectivity to the climate of priority road corridors in Mali. Among the envisaged achievements are the Construction of the Sandaré-Diéma roadthe rehabilitation of various social infrastructure such as classrooms and health centers, as well as the improvement of 200 km of rural roads in targeted areas. Technical studies for the rehabilitation of the Douentza-Gao section are also planned.

Strategic appointments within the administration

Adjustments have been made within the state apparatus, with new appointments intended to strengthen administrative capacities. Under the Ministry of Foreign Affairs and International Cooperation, two inspectors were appointed for the inspection of diplomatic and consular services. These are Mr. Modibo Traoré, Foreign Affairs Advisorand Madame Fatoumata POUDIOUGO, Inspector of the Treasury. These appointments aim to optimize the performance of Malian diplomatic and consular services.

Several ministers have shared essential information concerning recent and future activities, highlighting an active participation of Mali on the regional and international scene.

Participation in regional and international bodies

The Minister of Justice and Human Rights, Keeper of the Seals, informed the Council of the Participation of Mali in the 2nd extraordinary meeting of the Ministerial Committee of the Intergovernmental Group of Action Against Silver Large in West Africa (GIABA)which was held in Accra, in Ghana, on July 19, 2025. During this meeting, in which 15 countries took part, the memorandum on the membership of Burkina Faso, Mali and Niger in Giaba was examined. This membership, strongly recommended, will allow the three countries of the Confederation of the States of the Sahel to join the organization as non-members of the Economic Community of West African States, like Comoros and Sao Tomé-et-Principe.

The Minister of Foreign Affairs and International Cooperation has also reported Next 3rd United Nations Conference on developing countries without coastplanned from 05 to 08 August 2025 in Awaza, Turkmenistan. This conference, focused on the theme “promoting progress through partnerships”, aims to assess the implementation of the Vienna action program (2014-2024), to adopt a new international support framework and to define a execution plan for the new United Nations action program. Mali’s participation represents an opportunity to present investment potential in key sectors such as transport, infrastructure, trade and energy.

Commitment to gender equality and urban development

The Minister of Promotion of Women, Child and Family reported on the Meeting of the ministers responsible for promoting women and the genre of the Confederation of the Sahel Statesheld from July 13 to 18, 2025 in Niamey, Niger. This meeting was part of the Bamako Declaration and the operationalization of the “Development” pillar of the treaty creating the Confederation. The discussions focused on the analysis of progress and challenges in terms of gender equality and empowerment of women and girls, leading to the development of the Niamey Declaration which provides for the establishment of a framework for ministerial consultation and a regional platform of women’s organizations.

Another major initiative was presented by the Minister of Town Planning, Housing, Domains, Planning of the Population and the Population. This is the 1st edition of the Malian Salon of Architecture and Construction (SAMAC 2025)which will be held from July 31 to August 3, 2025. Organized by the Order of Architects of Mali, this fair aims to promote design approaches integrating energy efficiency, promotion of local resources, economic accessibility and adaptation to extreme climatic conditions, under the theme “Architectural approach to sustainable development in Mali: role of professionals in the face of contemporary climate and economic issues”.

Environmental and cultural actions

The Minister of the Environment, Sanitation and Sustainable Development informed the Council of Official launch of the 31st edition of the national reforestation campaignscheduled for July 26, 2025 at the Sofas Park. This campaign is essential in the fight against desertification, the restoration of degraded land and the preservation of forest heritage. For 2025, the objectives include the production of more than 11 million plants, the reforestation of nearly 6,000 hectares and the recovery of more than 385,000 hectares of degraded land. The Minister also mentioned Mali’s participation in 20th ordinary session of the African Ministerial Conference on the Environmentheld in Nairobi, Kenya, from July 14 to 18, 2025. This session made it possible to take stock of 40 years of African environmental cooperation and to define regional priorities.

In the cultural field, the Minister of Crafts, Culture, Hotel Industry and Tourism informed the Council of the Mali’s participation in the ministerial meeting in global dialogue between civilizationsheld on July 11 and 12, 2025 in Beijing, China. This meeting, bringing together 140 countries, aimed at promoting inter-civilizational exchanges and promoting peace and harmony. A strengthening of the cultural bridge between Mali and China has been agreed, including the transfer of technologies, the strengthening of exchanges between museums and the participation of Malian artists in the exhibition of the Silk Road.

Disease health and prevention
