Doha: The State Secretariat for Expatriate Welfare has said that the needs of expatriates have not been adequately considered in the state budget this time as well. Although the Budget mentions the return of expatriates, there are no specific plans to resettle the returnees. Only a nominal amount has been earmarked for this through the current NORCA scheme. There is no mention in the budget of a mechanism for non-residents who cannot complete the payment of the welfare scheme due to technical reasons. The fact that there is no mention of making the welfare schemes attractive and no increase or other benefits have been announced for expatriates adds to the depth of neglect. The new budget has only set aside a nominal amount for ongoing projects. Like other welfare schemes, expatriate welfare does not attempt to settle arrears. There is no measure in the budget to combat price hikes which will affect non-residents the most like any Keralite.

At a time when the state is facing a very serious financial crisis, the common man cannot honestly see this budget, which only has project announcements without showing the sources of revenue. The Expatriate Welfare State Secretariat has assessed that this budget is nothing more than throwing dust in the eyes of the people due to many reasons such as the low exchange rate of the allocated amount, lack of plans to intervene in the market and control the price increase.
