Inside “El Litoral,” powerful groups like Los Choneros, Los Lobos, and Los Tiguerones dominate the 123 pavilions where prisoners are housed, creating a climate of fear and instability.

International Connections: The Cartel network

The influence of these syndicates extends far beyond Ecuador’s borders, with connections to Mexican cartels and the Albanian drug mafia. These international links enable the cartels to operate with impunity, further destabilizing the country and undermining its institutions. A stark example of this is the massacre that occurred on November 13,2024,at the El Litoral prison,resulting in 17 deaths and 15 injuries. This bloody event serves as a grim reminder of the ongoing power struggle and the failure to effectively dislodge organized crime from the prison system. Critics argue that the continued presence of contraband, such as grenades, within prison walls further undermines the government’s claims of control.

The use of the military has had an effect in public and in the enforcement institutions. However, this is largely fizzled out after a few months. The massacre of November 13, 2024, in El Litoral is proof that organized groups either master or still master the prisons and flourishes a policy of plump envelopes.

In an attempt to address the economic challenges, the Noboa government implemented a tax amnesty program in January 2024. However,critics argue that this measure disproportionately benefits the wealthy elite,including the Noboa Group,one of the country’s largest corporate networks. The state saves in such a serious situation: there is too little money into the social system,into the infrastructure. There are no medication in hospitals that increase poverty, and the elite does not pay any taxes.

Noboa’s victory over lucia González in the April runoff election signals a continuation of neoliberal policies, at least temporarily. González, representing the Citizens’ revolution party, had hoped to capitalize on the positive legacy of former President Rafael Correa, who invested heavily in infrastructure and social programs. However, her association with Correa, who was convicted on corruption charges, may have hindered her ability to gain broader support.

These people are so short-sighted, so selfish and irresponsible. They do not understand that they ultimately also endanger their own life perspectives.
