The battleground state of Pennsylvania is facing an unprecedented challenge as thousands of mail-in ballots have been targeted for rejection, raising alarm for voting rights groups and local election officials. Thousands of mail-in ballots in Pennsylvania have been flagged for potential rejection due to speculation about the eligibility of overseas voters or those who had requested to have their mail forwarded to another address. Challenges in Bucks County
In Bucks County alone, over 1200 challenges were filed against overseas voters just 15 minutes before the 5 p.m. deadline on Friday. These challenges were predominantly filed by Pennsylvania state Sen. Jarrett Coleman, who also initiated 519 challenges in Lehigh County.

State officials are scrambling to handle these complaints, which many election boards are considering meritless. Ari Savitzky of ACLU asserts that these tactics are causing needless alarm among voters:
“It’s going to make voters nervous and it’s creating totally – frankly – BS work for election boards when they’re trying to do an important job,” he said.

At least 3,000 absentee ballots from Americans abroad have been contested, as well as hundreds more who had previously requested mail forwarding. This trend is not isolated to Pennsylvania, with similar challenges unfolding in other battleground states.
Legal Counterpoints
Federal law explicitly states that Americans living abroad retain the right to vote in the state they last resided in. However, Pennsylvania and some states lack explicit laws addressing this voter category. Michael Morley, an election law expert, adds:
“In the absence of a registration requirement that applies to [overseas voters], election officials are required to fill their timely submitted absentee ballot requests,” Morley explains.
Consequences of Mass Filings
In some counties, election officials have already dismissed the challenges as spurious, exemplifying Chester County where 212 challenges were quickly resolved. However, the consequences for the election remain grave: any disqualification can disrupt the election integrity, even if later appealed.
Challenges in Washington and Beaver Counties
Charles Faltenovich, a key figure in PA Fair Elections, filed 265 mail ballot challenges in Washington and Beaver counties, another instance of targeted efforts.
