The point of contention was the requirement for certain “executive” members to physically visit a store to cancel their memberships, despite having the option to enroll online. this discrepancy, according to the FTC, failed to meet the obligation of providing a complete online service, especially when membership operations are conducted electronically.

Costco offers a tiered membership system, including “Gold Star,” “Executive Gold star,” “Business,” and “Executive Business” options. The “Executive” memberships, wich carry a higher annual fee (approximately 80,000 won), offer additional benefits such as a percentage (2%) of purchase value returned on most purchases (excluding taxes and discounts). Previously, while “Gold Star” and “Business” members could join and cancel online, “Executive” members faced the inconvenience of in-person cancellations.

This created a two-tiered system where premium members were subject to more restrictive cancellation policies, a practice the FTC deemed unfair.

In response to the FTC’s findings, Costco implemented changes to its system in January of this year. Now, all “Executive” members can also withdraw their memberships online, aligning the cancellation process across all membership levels. this update aims to streamline the customer experience and ensure equal access to online services for all members.
