Macerata, 15 January 2026 – The free annual subscription for the managers of the Macerata APM for parking in the structure is causing discussion in the city. The case, raised by PD city councilor Narciso Ricotta, has sparked quite a few reactions. In November the board of directors of the multiservizi has decided to «recognize as a donation only to its employees with managerial and managerial functionsa free annual pass for parking in the facility.” A decision not agreed with the trade union forces, who wrote to the APM in December, contesting this donation made only to some employees and asking for other contractual claims. Cgil, Cisl and Uil want a meeting and are waiting for a response from the company. «Out of a total of approximately 180 Apm employees – states Ricotta –, 15-20, including managers and top figures, have this benefit. However, it is not clear whether, in addition to these, it is also extended to the members of the board of directors and the board of auditors. In any case, the peculiarity of this free subscription is that it appears to have no indication of the beneficiary’s license platetherefore it could also be used in multiple ways by other subjects, such as family members, etc.”. Ricotta reiterates that “in the meantime, citizens pay for parking and take the stairs because the elevators don’t work.” And that in the past the APM had never adopted a similar measure. Other politicians also spoke on the issue. «As often happens – declares the opposition councilor Alberto Cicarè (Strada Comune) – it sounds unbecoming, not only in Apm but also in other bodies, that the benefits go to people who need them less. It is a question of opportunity, also from an institutional point of view, and of social justice towards other employees, the community and all users. Usually, considering the salaries and benefits that pertain to the specific position, managers in general do not need additional benefits. I can understand the reserved place in front of the APM for those who work 12 hours in the company, but the free parking at all the APM facilities in the city seems to me more like a privilege than a benefit.” Another minority councilor Stefania Monteverde of Macerata Bene Comune highlights how a “serious policy of reviewing free parking in public car parks is needed. Who decides who to grant the privilege of not paying? Who are the privileged people who don’t pay for parking today, besides the APM leaders? I believe citizens have the right to know. Also because for citizens there is only an increase in fares, services that don’t work like elevators, and the deterioration of parking spaces. Responsibility also lies with the Parcaroli administration which gives the directions to the APM. For five years, unfortunately, the needs of citizens have not been seen among the priorities.”
