PT Aneka Petroindo Raya (APR), operator of the BP-AKR gas station, is reported to be returning to purchasing pure fuel oil (BBM) or base fuel from Pertamina Patra Niaga. If this happens, three BP gas stations will buy pure fuel from Pertamina.
This was stated by the Director General of Oil and Gas (Dirjen Migas) of the Ministry of Energy and Mineral Resources, Laode Sulaeman, after attending a hearing with Commission XII of the DPR RI at the Jakarta Parliament complex.
“Like yesterday, BP AKR ordered 100 thousand barrels twice, two cargoes, and we heard there would be a third cargo. Yes, we’ll confirm that later,” said Laode when met by journalists, Wednesday (12/11/2025).

However, he emphasized that Pertamina’s plan to purchase base fuel for the third time was still an indication. So there is a possibility that the two fuel supply companies still have to carry out further negotiations.
“God willing, please pray that the third one will be approved too. I don’t know yet, this is just an indication, a good indication, right?” he said.
Apart from that, regarding the previous purchase of 100 thousand barrels of base fuel made by APR, Laode said the procurement process would take place in the third week of this month.
“Previous information was the third week of November,” answered Laode.
Meanwhile, for other gas stations such as Shell and VIVO, Laode said that currently they are still in the negotiation process with Pertamina Patra Niaga. He admitted that he did not know exactly what obstacles gas station operators were facing, so the negotiation process had not yet been completed.
“If you want to ask about obstacles, it is more appropriate for those in B2B, we don’t know because some have succeeded and some are still being discussed. If those are successful, that means they have proven that there are no obstacles. If not, ask those who haven’t, why,” explained Laode.
