"Rain totals of 1 to 2 inches with a maximum of 3 inches are possible in the rest of Puerto Rico, the Virgin Islands, the Leeward Islands and the northern Windward Islands."

The hurricane center said Isaac is expected to weaken in the next few days.

Puerto Rico is still trying to recover from Hurricane Maria almost a year after the Category 4 storm hit. The death toll in the aftermath of that storm was estimated at nearly 3,000 people.

The island's electricity grid remains fragile and almost 60,000 houses still have makeshift roofs that can not withstand a Category 1 storm.
