Affirmation of Democratic Principles
Thomas R. Hastings, the interim U.S. Permanent Representative to the Organization of American States (OAS), recently addressed the OAS Permanent Council, reinforcing the United States’ unwavering commitment to democratic principles. Hastings highlighted the significance of the Inter-American Democratic Charter, emphasizing that democracy is both fragile and essential, especially in the face of threats from authoritarian regimes.
Chile’s leadership of the Voluntary Group for the Follow-Up of the Inter-American Democratic Charter and the coordination of the Special Session further underscored the importance of this commitment. The United States is determined to defend the foundational values of democracy, sovereignty, and human rights across the Americas.
Opposition to Authoritarian Regimes
Hastings made it clear that the United States will not tolerate the influence of authoritarian dictatorships, singling out Venezuela, Cuba, and Nicaragua as key targets. A quote from Secretary Rubio encapsulates their stance: “The United States must never turn a blind eye to tyranny. The regimes in Venezuela, Cuba, and Nicaragua have robbed their people of basic rights, jailed political opponents, and conspired with foreign adversaries to undermine regional stability.”
The U.S. approach, as articulated, includes applying maximum pressure, supporting democratic forces, and refusing any compromise with dictators. These regimes, backed by global adversaries like China, Russia, and Iran, undermine democratic institutions and instability across the hemisphere.
Challenges and Strategies
Actions by these regimes threaten not only national security interests but also America’s economic prosperity. A critical issue is the weaponization of illegal mass migration. Nicaragua’s open migration and visa policies facilitate illegal immigration to the U.S., posing significant security challenges.
Cuba has historically used strategies such as economic distress to push citizens away, often targeting activists. Similarly, Venezuela’s President Nicolás Maduro uses migration threats to destabilize neighboring countries, leading to the mass exodus of over 7 million people.
To counter these threats, Hastings called for the U.S. and its regional partners to regain control of their borders, implement visa requirements, and disrupt migrant smuggling networks. He also emphasized the importance of creating conditions where citizens can build a future in their homeland.
Human Rights and Governance
Venezuela’s ongoing human rights abuses, including the imprisonment of opposition leaders and suppression of free elections, warrant increased pressure by the OAS. Similarly, Cuba faces demands to release political prisoners held since the 2021 protests.
In Nicaragua, the Ortega-Murillo dictatorship’s crackdown on civil society and any opposition continues. The OAS is urged to take concrete actions against both Ortega and Murillo and support the Nicaraguan people’s call for democracy.
Freedom of Expression and Collaboration
Hastings emphasized the importance of free speech, referencing President Trump’s executive order on Restoring Freedom of Speech. “No government entity has the right to silence its citizens. The weaponization of ‘disinformation’ policies to suppress political dissent must end. Free speech is the foundation of any democracy.”
The U.S. is committed to reinforcing the OAS’s role in defending democratic governance across the Americas. This commitment includes advocating for stronger action against authoritarianism, transparent electoral processes, and the defense of freedom of expression.
Future Actions
Looking forward, the U.S. plans to collaborate with democratic nations in the region, especially to address illegal migration. Efforts towards tangible outcomes at the upcoming OAS General Assembly in June aim to uphold the Democratic Charter.
