The teachers of the departments of Caldas, Quindío and Risaralda, belonging to the trade union organizations EDUCAL, SUTEQ and SER, respectively, came, more than a decade ago, making complaints about the lousy medical-assistance service that COSMITET LTDA offers to more than 49,541 affiliates, who are subject to countless difficulties in accessing the provision, with quality and opportunity, of everything contemplated in the current health contract and which runs until October 2021. The permanent fight in claim and demand compliance, is reflected in stoppages, rallies, complaints to the control entities (Comptroller, Attorney General, Ombudsman), FOMAG, MEN, the SUPERINTENDENCY OF HEALTH and the MINISTRY OF HEALTH AND SOCIAL PROTECTION; processes that have generated fines to said entity. Likewise, this situation is evident in the sheets of petitions of FECODE and of our union organizations, in social networks, in communications, in radio and television programs, in regional and national negotiating tables, in hearings, in the Regional Benefit Committees and in the meetings of the supervisors and of the Boards of Directors of the Coffee Region, among others.
In times of pandemic, the teachers and their families have been suffering, with the harshest rigor, the restrictions and barriers that Cosmitet has always imposed and, now, in this health emergency, is shielding itself in COVID 19 to present CONTINGENCY PLANS that curtail the rights and put at risk the health and life of the members.
One of the necessary actions to guarantee the provision of the service during the pandemic was to increase the staff in all areas, particularly in home consultations and in the delivery of medications at home, in addition to all those contemplated in the contract. Contrary to this, the staff was reduced, since the officials who expire the contract do not bind them again or replace them; What they do is discharge more responsibilities on those who continue to work, causing damming, deficiencies and multiple injuries in the provision of the service. Cosmitet should also have expanded the offer in terms of time and places near the venues, as the hours and places of service are insufficient and this causes crowds and the breach of the basic social rule of distance. The emergency shows the lack of will and commitment with affiliates and the commercial and lucrative desire that are reflected in the continuous complaints for breach of contract.
It is clear that there is no comprehensive plan that attends, with criteria of dignity and quality, the health of users, with all essential actions such as home visits to people over 60 years of age with comorbidities, home medications complying with the terms and delivery agile face-to-face and timely access to other services; tele-consultation is not enough, since the registration of the medical act is required and an optional team is required to carry out these tasks; it is unheard of that months go by and there is no possibility of meeting the treating doctor again (of course, keeping all the biosafety protocols); Furthermore, all neglected pathologies and pre-existing conditions can have dire consequences when service care is “normalized”.
Regarding the procedures adopted for the dispensing of medications, several situations arise that, rather, seem thought and directed to despair the users, so that they end up buying them: the first is that, between the process to request them by email and their delivery, they spend much more than 15 days and, when, finally they arrive !, they receive them incomplete and, often, without the essential medicines for chronic diseases, a situation that subjects patients with comorbidities to the worsening of their condition. Health. The second is the trip to the headquarters to avoid having to wait 15 days, even at the risk of becoming infected during the long wait in the lines outside the headquarters of the entity, in addition to the non-compliance in the dispensing of medications as a result of tele-consultations. These situations are much worse in the municipalities.
Apart from the above, a large part of affiliates and beneficiaries, for much more than three months, have not received the medications; the excuse is that the DUANA laboratory does not send them to the pharmacies of the capitals and municipalities with Type D headquarters. It cannot, either, stop reporting the case of the retired teacher Pedro Luis Valero, who died on May 22 in Montenegro, Quindío, waiting for medicines to arrive at his home.
Other very serious situations are appointments with specialists, since exaggerated delays violate the terms of reference and, thus, the affiliate does not have an opinion in time; the repression of surgeries and diagnostic aid processes; delays in laboratory and specialized exams; In short, a huge number of shortcomings that seem easier to win the ballot than to get the timely provision of medical service!
As if the above were not enough, they have taken advantage of the situation of compulsory preventive isolation to completely isolate themselves from their users; phone lines and most emails are not answered; the web page permanently collapses; data update does not work; The strategy of this entity has been to issue public statements with alleged care routes, which are not attended to, a circumstance that further martyrs patients and contributes to aggravating their health conditions.
It is incredible that in such a difficult time for everyone due to mandatory confinement; for work at home; for the lack of promotion and prevention activities; for the affectation of the health, both physical and mental; Due to the labor and economic pressures that are being faced, Cosmitet has worsened the provision of services, causing more anguish, despair and pain in health care, as if he did not understand (or care) that we are talking of a vital and absolutely necessary right, especially in the midst of a catastrophe of this dimension! Their attitude and actions put us in the condition of mendicants of a right by which, month by month, we are discounted, fully, by payroll, the high contribution that fills their owners’ pockets.
Finally, denounce that, due to non-compliance with biosafety protocols, the closure of the Aman and Santa Ana clinics in Manizales, which have contracted services with Cosmitet, was presented; likewise, it happened in Pereira with the closure of services at the Los Rosales clinic.
We make a forceful call to the Ministry of Education, to the vice-presidency of the Fiduprevisora, to the Directing Council of FOMAG, to the Regional Committees of Benefits of Caldas, Quindío and Risaralda, to the Superintendency of health and to the control entities, to urgently intervene Cosmitet, whom we hold responsible for the poor provision of the medical care service, and who demand compliance with the terms of the contract.
We will continue to be firm in the actions of denunciation, reiterating that, with or without a pandemic, it is breached … and that the VIRUS OF MAL SERVICE is a constant that, for many years, has attacked members and beneficiaries.
