The Verkhovna Rada Committee is developing a bill to change the concept of vocational education, according to which it is planned, in particular, that in the future from 40% to 60% of graduates will receive vocational education, and the rest – higher.
According to Ukrinform, Deputy Minister of Education and Science Igor Garbaruk said this on the air of the Dom TV channel.
“Together with the profile committee of the Verkhovna Rada of Ukraine, we are working on the creation of a law on vocational education. It does not even contain the word” technical “, because the wording” vocational education “is outdated. It is vocational education,” Garbaruk said.
According to him, the development of this area is important, because the majority of Ukrainian schoolchildren want to enter universities, although this is not always necessary.
“Today the situation is such that almost 80% of school graduates want to go to university. Very often they do not understand why they need a university. 4-5-6 years at the university, and then you become a specialist. But you have been studying for quite a long time. The state or your parents are investing money in you, and quite often, let’s face it, the prospects for employment are unclear, “he added.
Garbaruk noted that it is planned that in the future from 40% to 60% of graduates will receive vocational education, the rest – higher.
As Ukrinform reported, the Ministry of Education, together with the relevant committee of the Verkhovna Rada, in February 2021, began work on a new draft law on vocational (vocational) education. The document should be aimed exclusively at the development and proper functioning of vocational education institutions and take into account the value of other areas of education.
At the end of March this year, President Volodymyr Zelenskyy created the Council for the Development of Vocational Education. Its main tasks are: monitoring the development of professional (vocational) education; analysis and improvement of Ukrainian legislation in this area; study of trends in the development of the labor market and forecasting of priority directions and ways of development of education; development of proposals for the formation of modern professional competencies in the field of professional (vocational) education, etc.
