No country can have more than five teams in the Champions League, and UEFA will not allow five teams to qualify through championship positions, just because they have reached the point level.
The goal difference between the two teams is close, with Chelsea at +21 and Arsenal at +20, but the Arsenal scored nine more goals on the Blues, so it's very unlikely to finish exactly the level now be very unlikely.
If they did, however, the two teams will play a play-off clash at a neutral venue at the end of the season to determine who came in fourth.
