Singapore Post Fires Senior Executives Following Whistleblowing Inquiry
SINGAPORE: In a significant move, Singapore Post has terminated the employment of three of its top executives—group CEO Mr. Vincent Phang, group CFO Mr. Vincent Yik, and CEO of the company’s international business unit Mr. Li Yu—due to serious lapses in their duties. The dismissals come following an investigative probe into a whistleblower’s report concerning grossly negligent behavior in handling internal inquiries.
Whistleblowing Report Highlights Internal Misconduct
SingPost launched an investigation after it received a whistleblowing report earlier this year regarding its non-regulated international e-commerce logistics parcel business. The report alleged that manual entries for certain delivery status codes were made without proper documentation or justification. These actions were allegedly taken to avoid contractual penalties under an agreement with a major client.
Investigation Reveals Serious Breaches of Conduct
Upon reviewing the matter, external professional advisers concluded that the three executives in question committed serious breaches of the company’s code of conduct. Their responsibilities included performing or approving manual “delivery failure” status codes for parcels without making genuine delivery attempts and without supporting documentation. Following the findings, disciplinary proceedings were initiated against the respective managers.
Executive Accountability and Disciplinary Measures
Findings from the investigation revealed that the executives failed to consider critical facts accurately and neglected their duties, affecting their decision-making. In particular, Phang, Yik, and Li accorded undue weight to misinformation provided by the operations team. They also misrepresented information to the audit committee without independent substantiation.
The board of directors, profoundly disappointed by the lapses, decided to part ways with these top executives. Their termination was official from the start of Saturday.
Vincent Phang and Vincent Yik plan to contest the termination decision both on merits and the procedural fairness.
Phang joined SingPost in 2019 and was the CEO for postal services and Singapore until taking over as the group CEO in September 2021. Under his leadership, the company expanded into Australia and developed its global cross-border eCommerce logistics business.
Leadership Succession Plan in Place
In response to these executive departures, SingPost has outlined a leadership succession plan. Current CFO of its Australian business, Mr. Isaac Mah, will now lead the group as CFO. Meanwhile, the board chairman, Mr. Simon Israel, will provide increased oversight of the senior management team.
Significantly, the international business unit will temporarily be under the leadership of an acting CEO. Given the importance of business continuity, SingPost believes its robust policies and procedures will minimize disruptions related to these changes.
Impact on Stakeholders and Operations
The company has assured all stakeholders that postal services will remain unaffected by this leadership transition. SingPost has also communicated the findings of the investigation to concerned customers and agreed on a settlement to avoid penalties.
The settlement, however, is anticipated to have no material impact on the company’s net tangible assets or earnings per share for the current financial year. The contract with the client remains intact, and SingPost has renewed it after the settlement.
