NIS Petrol SRL, the Romanian arm of a Serbian oil giant with meaningful control by RussiaS Gazprom, is in the process of selling its network of 19 gas stations across Romania. This move comes as the company faces scrutiny over substantial debts owed to the Romanian state.
Unpaid Exploration Commitments Led to Significant Debt
the core of the financial issue lies in NIS Petrol’s failure to fulfill exploration commitments stipulated in hydrocarbon concession agreements with the Romanian government. These agreements obligated NIS Petrol to conduct specific exploration activities within designated timeframes. The outstanding debt is reported to be over 110 million lei.
The claim consists mainly of the value of the exploration works that NIS Petrol has committed to carry out in three of the oil agreements in which it is a concessionaire of hydrocarbon perimeters in Romania, which it has not been able to execute until the end of the exploration periods provided by the agreements with the Romanian state.
NIS Petrol Assures Debt Settlement Amidst Restructuring
Despite the sale of its retail gas stations, NIS Petrol has publicly stated its commitment to settling its outstanding debts with the Romanian government. The company insists that this divestment is part of a broader strategic restructuring and will not impact its ability to meet its financial obligations.
Focus Remains on Upstream Operations: Exploration and Production
While exiting the retail sector, NIS Petrol plans to maintain its presence in Romania’s upstream oil and gas industry. The company intends to continue its exploration and production activities, notably focusing on the Teremia Nord project in Timiș county. This project, encompassing the former 7 and 8 Biled perimeters, is operated by NIS Petrol, holding a majority stake of 85%.
The Teremia Nord project is poised to commence commercial production of oil and natural gas,marking a significant milestone for NIS Petrol’s operations in Romania.
